Presentation and Update by Gary Kruger Regarding the Community Advisory <br />Committee (CAC) and Its Role with ACTA/ACTLA (Measure B Transportation <br />Funding). <br /> <br />Mr. Kruger gave an update on the Community Advisory Committee. No action was <br />taken. <br /> <br />B. Matter of Appointments of City Council Members to Intergovernmental Agencies. <br />Continued from the July 1,2002, City Council Meeting. <br /> <br />Public Comment: <br /> <br />Dennis Rosucci, 131 I I Neptune Dr., addressed the City Council in support of <br />appointing Council Member Santos. <br /> <br />John Manuel, 13122 Neptune Dr., addressed the City Council 111 support of <br />appointing Council Member Santos. <br /> <br />Larry Norry, 2532 Williams St., addressed the City Council in suppOli of Mayor <br />Young remaining as the representative. <br /> <br />Francois Gallo, 979 Woodland, addressed the City Council 111 support of <br />appointing Council Member Santos. <br /> <br />Wafaa Aborashed, 672 Tudor, addressed the City Council in support of Mayor <br />Young remaining the representative. <br /> <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council regarding public <br />participation in meetings, his opposition to these proceedings, and the necessity for <br />legislation to open the door for opportunities to address airport noise issues. <br /> <br />Vice Mayor Glaze noted he had listened to the tapes irom the last City Council <br />Meeting where this issue was discussed. He expressed his cone em with how the <br />issue has been discussed and that several pm1ies had made rude comments. He went <br />on to comment on the City's position with regard to the lawsuit against the POli of <br />Oakland and the lack of an agreed upon plan to take forward. He continued by <br />stating he does not believe the Noise Forum has been effective for the City. He <br />recognized Council Member Santos for being m1 effective leader in his <br />
