<br />MINUTKS <br />City or San Leandro City Council Meeting-- October 7, 2002 <br /> <br />Page 8 <br /> <br />Item rcmoved from the Consent Calendar: <br /> <br />7.GResolution No. 2002-140, Resolution approving Memorandum of Understanding with <br />A TC/V ancom, Inc. dba A TC Providing for Paratransit Services (MOU provides for the <br />provision of non-mandated paratransit services to San Leandro residents through A TC <br />while the City develops a long-term strategy for use of Measure B paratransit funds). <br />(2639/2933) <br /> <br />Council Member Santos requested in/ormation on the process and noted the item could be <br />deferred based on the Master Plan scheduled to be discussed in the next month. <br /> <br />Human Services Manager Joann Oliver reported on the contractual relationship with ATC <br />to provide services in the community. She noted the contract can be terminated at any <br />time and advised the contract needs to be approved in order for services to continue. She <br />noted a contract must be in place so all liability issues are covered. <br /> <br />Council Member Loeffler commented that no long-tcnn obligation exists; this IS an <br />intermediate step as the Master Plan is implemented. <br /> <br />Council Member Santos stated his opposition to approving the contract at this time in the <br />process. <br /> <br />M/S/C Loeffler and Glaze. Ordinance No. 2002-027, An Ordinance amending Title 1, Chapter 1-2 of the San <br />Leandro Municipal Code relating to the functions and appointment ofthe City Clerk. <br />(1413/1496) <br /> <br />Vice Mayor Glaze requested in/<.ml1ation on the language used pertaining to future <br />decisions with regards to the appointment process. City Attomey Liane R,mdolph <br />commented on the language used for the draft ordinance pertaining to the City Manager's <br />direct supervision of the City Clerk. She noted this is a policy issue lor the Council. Vice <br />Mayor Glaze stated the ordinance should not include language pertaining to the duties of <br />the City Manager. <br /> <br />Council Member Santos commented on the roles of the City Manager and the City Clerk. <br />He stated the City Manager should be able to hire the City Clcrk without the City <br />Counei I's approval. JIe said this could potentially create conflict between the Council and <br />the Manager. <br />
