Council Member Grant echoed the Mayor's <br />comment, and stated she supports the moratorium. <br /> <br />The following ordinance was then introduced: <br /> <br />. Ordinance No. 2002-029, an Interim Urgency Ordinance prohibiting consideration <br />and approval of use pemlits, variances, building permits, start of new construction or <br />other entitlements for all new fast-food establishments in the commercial downtown <br />Zoning District for a period of forty-five (45) days and declaring this Ordinance to be <br />an Urgency Measure, to take effect immediately, as it relates to the preservation of <br />public peace, health and safety. (1098) <br /> <br />Passed to Print and Adopted <br /> <br />M/S/C Grant and Nardine. Ayes: 6; Noes: 0; Absent: 1 (Loeffler) <br /> <br />The following motion was then introduced: <br /> <br />. Minute Order No. 2002-60, motion directing staff to study possible amendments to <br />the Zoning Code and Plaza Redevelopment Plan to more clearly reflect City policies <br />adopted in the recent General Plan and Downtown Plan & Urban Design Guidelines, <br />which proposed amendments would be brought to the Planning Commission and City <br />Council for public review and deliberation. (1098) <br /> <br />The City Council directed staff to study possible amendments to the Zoning Code and <br />Plaza Rcdevelopment Plan to morc clearly reflect City policies adopted in the reccnt <br />General Plan and Downtown Plan & Urban Design Guidelines, which proposed <br />amendments would be brought to the Planning Commission and City Council for <br />public review and deliberation. <br /> <br />M/S/C Grant and Badger. Ayes: 6; Noes: 0; Absent: 1 (Loeffler) <br /> <br />4. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per person. When you address the City Council, <br />you should fill out a speaker card and submit it to the City Clerk so the order of speakers <br />may be determined and an official record of names and addresses obtained. The public is <br />invited to make comments on Consent Calcndar items, or other items of public interest not <br />listed on the Agenda, at this time. <br /> <br />Tom Saunders, 782 Hutchings Drive, addressed the City Council regarding two citations he <br />received because his garbage cans are visible from the street. Mr. Saunders submitted a <br />petition with approximately 75 signatures from neighbors opposing a proposed ordinance <br />which would impose a fine on residents whose garbage cans are visible fTom the street. <br />
