Motion to adopt the Mitigated Negative Declaration and Mitigation Monitoring <br />Program for PLN2002-00031, as complete and in compliance with CEQA <br />requirements on an approximately 21-aere site proposed to be subdivided into nine <br />parcels located at 2500 Davis Street; Assessor's Parcel Number 79A~515-2-8; and to <br />direct staff to request and receive the report from AmlY Corps of Engineers regarding <br />requirements for the mitigation orwetlands on the site. <br /> <br />M/S/C Santos and Badger. Ayes: 3; Noes: 1 (Loeffler); Abstentions: 3 (Glaze, <br />Grant, Nardine) <br /> <br />Motion failed. <br /> <br />Vice-Mayor Glaze stressed the Council needs to emphasize the specifIc actions to be <br />taken in the area. Council Member Santos stated his intention was to introduce the items <br />of interest to the community in a subsequent motion. Council Member Nardine asked <br />what the process will be for the neighborhood to maintain their involvement in the <br />project. Council Member Grant noted she is unready to suppOt1 the motion until the ACE <br />report is received by the Council. City Manager Jermanis stated starr will return to <br />Council with a community outreach plan. Mayor Young suggested a verbatim transcript <br />of this hearing be prepared, so all the details of the discussion are captured. Vice-Mayor <br />Glaze suggested holding meetings regarding this project in the community. <br /> <br />The following motions were then introduced: <br /> <br />· Minute Order No. 2002-057, motion directing stal'l' to create and return to City <br />Council for review and approval of a Traffic Impact Fcc Area to be established for <br />funding of certain roadway improvements. (2941) <br /> <br />The City Council directed staff to create and return to City Council for review <br />and approval of a Traffic Impact Fee Area to he established for funding of <br />certain roadway improvements; a community outreach plan; a future plan for <br />Eden Road; a tax increment policy through the Redevelopment Agency plans; <br />and Army Corps of Engineers evidence regarding wetlands mitigation. <br /> <br />M/S/C Santos and Badger. Ayes: 7; Noes: 0 <br /> <br />.
