<br />!VI I N UTES <br />.City of San Leandro Ci!}' Council Meeting-Novcmbcr~_,~Q02 <br /> <br />Page 6 <br /> <br />Vice-Mayor Glaze expressed concerns the Council is being given the impression the ACE <br />has approved everything in the proposed plan, yet there may be other areas of concern <br />besides the problem area created by the Hoheners of which the Council is not aware. Mr. <br />Hom notcd there are multiple levels of checkpoints the ACE requires to safeguard the <br />preservation of wetlands and will not give official approval until final detailed plans are <br />submitted to them. <br /> <br />Council Member Loeffler expressed concern the Council is being asked to approve the <br />project when there appear to be unresolved discrepancies, and without a thorough review <br />of the impacts or adequate input from the community. Mr. Hom further clarified the <br />environmental impact studies already performed on the subject property. <br /> <br />Council Member Nardine concurred with Council Member Loeffler regarding the lack of <br />infonllation on the 1989 Orait EIR and the need to address residents' concerns. <br /> <br />Mr. Hom stated a Draft EIR which has not been certified is not a legal document. City <br />Attomey Randolph gave further background on the studies perfonlled on the site. <br /> <br />Council Member Grant expressed concern over the issues still outstanding, and expressed <br />hesitancy to approve the Mitigated Negative Declaration. Council Member Grant asked if <br />the City could make a good-faith commitment to the citizens to begin the Edcn Road <br />project before the year 2025, and commit some of the revenue generated from the Bayside <br />Business Park to West San Leandro. City Manager Jennanis noted the suggestions made <br />by Council Member Grant are within the ability oCthe Council to direct staff to pursue. <br /> <br />Council Member Badger noted valid concerns have been expressed regarding this project, <br />but could be addressed while the project goes forward. <br /> <br />Council Member Santos requested the ACE be contacted to obtain definitive information <br />regarding the wetlands issue, and stated he will work to make sure the West San Leandro <br />Plan is implemented. Council Member Santos addressed the "must have" and "need to <br />have" items requested by residents, recommending the Council authorize the City <br />Manager to take immediate possession of Eden Road in oreler to begin its completion, <br />announcing his plans to hold a community meeting in January 2003 to provide a status <br />update on all the outlined items, describing projects desired to be implemented with <br />revenue from the business park, requesting the City Manager distribute the report on <br />Mulford Park improvements to the Mulford Gardens Improvement Association, stating <br />the beautification of neighborhoods is a top priority of this Council, and commenting on <br />the lessons learned regarding the necessity for earlier neighborhood involvement. The <br />residents' list of "must have" and "need to have" items is attached. <br /> <br />Mayor Young agreed with Council Member Santos' insights on the lessons learned <br />regarding earlier neighborhood involvement. Mayor Young received confirmation fi-om <br />staff regarding the collection of school impact fees for the project, and mentioned the <br />possibility of CIcan Air Vehicle grants for the City and other agencies and businesses in <br />the city [rom the Bay Area Air Quality Management District. Mayor Young suggested the <br />ACE be invited to meet with the Council, but emphasized the project should not be <br />delayed pending their appearance.
