Ayes: 6; Noes: 0; Absent: 1 (Grant) <br /> <br />7.CResolution No. 2002-162, resolution authorizing and directing the City Manager to sign <br />and file, for and on behalf of the City of San Leandro, a Water Recycling Facilities <br />Planning Grant application (authorizes and directs the City Manager to sign and file a <br />Water Recycling Facilities Planning Grant application for a grant from the State Water <br />Resources Control Board in the amount of $75,000. If approved by the City Council and <br />State Water Resources Control Board, the grant will pay for the planning of recycled <br />water feasibility in the City of San Leandro, primarily the San Leandro Marina, Stenzel <br />Park, Bonaire Park, and Oyster Bay Regional Park). Cost: $75,000. (1455/2945) <br /> <br />Vice-Mayor Glaze asked for clarification regarding the areas proposed for eJ11uent <br />disposal through landscape irrigation. Assistant City Manager Schilling reported the <br />purpose of the study is to detennine feasibility. City Manager Jermanis stated he will <br />obtain additional clari Gcation for Council from the Public Works Services Director. <br /> <br />M/S/C Glaze and Santos. Matter of adoption of amendments to the San Leandro Municipal Code relating to Code <br />enforcement (provides for revisions to means of enforcing violations of the San Leandro <br />Municipal Code). <br /> <br />City Manager Jennanis gave an overview of the item, and introduced Community <br />Relations Manager Kathy Ornelas. Ms. Ornelas summarized the proposed amendments to <br />the City's Municipal Code relating to Code enforcement, noting the ordinances provide <br />staff with more effective tools for enforcement of the existing laws. City Attorney <br />Randolph gave additional information on the proposed ordinances, including the creation <br />of a new section regarding trash cans based upon input from the Council at its work <br />session last week. <br /> <br />Council Member Nardine raised a concern regarding problems originating in backyards, <br />such as vector and weed issues. Council Member Santos expressed concern over the <br />intrusiveness of regulating backyards. Vice-Mayor Glaze noted the problems such as <br />those described by Council Member Nardine have been successfully abated by referring <br />them to Alameda County. City Attorney Randolph suggested it makes sense to rely on the <br />health and fire codes for severe backyard issues, and the Community Preservation <br />Ordinance for those problems which arc more visual in nature. Vice-Mayor Glaze asked <br />staff to ensure the serious backyard complaints involving health or fire code issues be <br />referred to Alameda County. <br /> <br />Council Member Santos recalled a problem in Marina Faire shortly after he took office in <br />2001.
