<br />MINUTES <br />~~ity,oLSnll Leandro City C~~tlncil/San Leandro Redevelopment Agency .roin!~~eeting-November 18,2002 <br /> <br />Page 7 <br /> <br />Without opposition, the Public Hearing was closed. <br /> <br />Council Member Badger commented that since the appellant has not been able to work <br />successfully with the City and neighbors deal with the problems thus far, it is up to the <br />Council to put controls in place. <br /> <br />Council Member Loeffler reported that, as the representative of District 5, he has met with <br />the appellant, neighbors, church members and police on numerous occasions. Council <br />Member Loeffler characterized the problem not as the appellant mIming a bad business, <br />but rather of running an incompatible business in a neighborhood. <br /> <br />Council Member Santos quoted Zoning Code section 5-2612, noting it is evident from the <br />testimony the business is a nuisance. <br /> <br />In response to a question from Council Member Nardine, Mr. Schock confim1ed the <br />capacity of the business exceeds the number of available parking spaces for the business. <br /> <br />Vice-Mayor Glaze opined the problems should have been solved long before the situation <br />escalated to this point. <br /> <br />City Attomey Liane Randolph responded to a question li0111 Council Member Grant <br />regarding the possibility of other uses at the site. Council Member Grant noted most other <br />restaurant-bars in the city close between 10 and 11 p.m. <br /> <br />Mayor Young asked if commercial parking curb designations have been created for <br />deliveries at the site. Mr. Schock responded there is currently no loading zone designated <br />for the business. Mayor Young commented on the reports of the food at Freddie's as <br />being excellent, and suggested Ms. Wright might want to shift the focus of her business to <br />attract a more family-oriented clientele. <br /> <br />Council Member Loeffler expressed appreciation for the Mayor's favorable comments <br />about the business, noting two types of patrons frequenting the business: the dinner crowd <br />and the after-hours crowd which tends to arrive after 10 p.m. <br /> <br />· Minute Order No. 2002-061, motion denying the appeal by F.
