Ayes: 7; Noes: 0 <br /> <br />The City Council recessed from 8:50 p.m. to 9:00 p.m. <br /> <br />Council Member Grant was absent for the remainder of the meeting. <br /> <br />B. Matter of amendment to Community Development Block Grant (CDBG) Action Plan and <br />List of Activities for Program Year 2002-2003. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jemlanis gave an overview orthe item and introduced Community Development Director <br />Hanson Hom. Mr. Hom reviewed the proposed amendments. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15736 Laverne Drive, addressed the City Council, expressing concern <br />there may be individuals who may not pass the means tcst but could benefit from the <br />program. <br /> <br />There being no further eommcnts from the public, and without opposition, the Public <br />Hearing was closed. <br /> <br />In response to the comment by Mr. Filipovich, Mayor Young asked ahout the availability <br />of CDBG funds to assist low-income seniors. Mr. Hom noted many of residents using the <br />Minor Home Repair program are seniors on limited income. <br /> <br />Council Members asked additional clarifying questions ofstafT. In response to a question <br />from Vice-Mayor Glazc regarding the transfer of funds from Toyon Park to Cherry Grove <br />Park. City Manager Jennanis confinned the Toyon Park project will be revisited once <br />issues regarding the park land have been settled. <br /> <br />· Resolution No. 2002-158, resolution approving amendments to the Fiscal Year 2002-- <br />2003 Action Plan for Community Development Block Grant (CDBG) Funds to add to <br />the Project List Housing Programs Administration and American with Disabilities Act <br />(ADA) improvements to Chen)' Grove Park restrooms; and delete from the Project <br />List ADA improvements to Toyon Park restrool11s, and administrative costs for the <br />Rent Review Prof,'Tam. (2943) <br /> <br />M/S/C Santos and Loeffler. Ayes: 6; Noes: 0; Absent: 1 (Grant) <br />
