Police Chief Kitchen stated CALICO is experiencing a budget shortfall. <br />Chief Kitchen noted the City accounts for about eight percent of CALI CO's workload and <br />he felt the request was appropriate. Council member Grant stated based on the discussions <br />the Human Relations Committee has had, she believed CALICO fits the criteria which <br />has been discussed but not fonnalized. <br /> <br />Vice Mayor Glaze recalled at the Council work session on the issue, the Human Relations <br />Committee presented a recommendation which did not address the criteria desired by the <br />Council. Vice Mayor Glaze concUlTed with Mr. Jennanis' recollection that the matter <br />was not to be referred back to a committee or commission. Instead, staff would present <br />Council with a set of guidelines, process and procedures for dctennining whether a <br />program JJt in with the anti-violence, anti-gun spilit in which the measure was passed by <br />the voters. Vice Mayor Glaze stated staff needs to bring forward guidelines for Council's <br />approval before the Gun Tax Revenue funds can be allocated. Mr. Jennanis stated the <br />guidelines will be presented to the Council early next year. <br /> <br />Mr. Jermanis suggested if the Council feels the CALICO request is worthy of funding <br />consideration, it may consider using money allocated for community benefit through the <br />General Fund. <br /> <br />Councilmember Santos noted many agencies providing social services will be adversely <br />affected by the State's budget situation. lie stated the CALICO program is a worthwhile <br />program and appears to fit the Cliteria of anti-violence. <br /> <br />Councilmember Locftler stated that while the Council's request [or a f01111al process has <br />not yet been fulfilled, he believes the CALICO request is in line with the Council's <br />intended use orthe funds. <br /> <br />M/S/C Loeffler and Badger, with the proviso the City Manager develop formalized <br />criteria for Council's consideration. Ayes: 6; Noes: 0; Abstain: 1 (Glaze) <br /> <br />Mayor Young apologized to Lou Fillpovich l'or overlooking his speaker card and noted <br />the Council could take another vote if needed following his comments. <br /> <br />Lou Filipovich, 15376 La Verne Drive, addressed the City Council, contending the Gun <br />Tax is a special tax and therefore needs voter approval in order to spend the revenue, and <br />spoke to the need far standalone elections and to the misuse of pat1isan politics. <br /> <br />At the request of Mayor Young, City Attomey Randolph responded to issues raised by <br />Mr. Filipovich. Ms. Randolph confi1111ed the Gun Tax is a general tax and must be <br />redesignated every year. However, once a general or special tax has been approved by the <br />voters it docs require voter approval to allocate the funds. Mayor Young asked if any <br />member of the Council wished to re-vote and as no lnember expressed interest, Mayor <br />Young announced the vote remained at 6 ayes, 1 abstention. <br />
