He stated <br />he believes we have Cailed the public on this issue. <br />Mayor Young commented, based on her experience, a verbatim transcript takes longer <br />than a week to prepare. Mayor Young suggested the minutes be pulled from the agenda <br />and moved to a future agenda lar consideration. Vice Mayor Glaze expressed concern <br />that the distribution of the verbatim transcript not be delayed. Mayor Young asked that <br />the verbatim transcript be delivered to Council immediately and rnade available to the <br />community members who spoke on the subject tonight. <br /> <br />City Attorney Randolph clari fied the minutes always come to the Council in draft fom1 <br />and are not linal until the Council takes fornlal action to approve them. <br /> <br />Councilmember Santos asked the City Manager to comment on the issue of Eden Road. <br />Mayor Young suggested an update on Eden Road be given at the same time the minutes <br />come back for approval. <br /> <br />No action taken. Will return for consideration on .January 6, 2003. <br /> <br />A. Resolution No. 2002-168, resolution approving the appropriation of Gun Tax Revenue to <br />support the Child Abuse Listening, Interviewing, and Coordination (CALICO) Center <br />(provides for a one-time appropriation in the amount of $10,000 to be funded through <br />Gun Tax Revenue). Cost: $10,000. Funding: Gun Tax Revenue. (2200/2603) <br /> <br />Councilmember Grant recalled discussion by the Human Relations Commission regarding <br />developing a plan for dishibuting Gun Tax Revenue funds. Council member Loeffler <br />expressed suppOli ror the use of funds for CALICO and hoped for a formal structure for <br />Cuture review of uses for the Gun Tax Revenue. <br /> <br />Vice Mayor Glaze agreed the organization is worthy of support but also concurred with <br />Councilmember Grant's recollection that the Council would adopt a plan and process for <br />distributing the Gun Tax Revenues. He stated for this reason he would not vote on the <br />matter. <br /> <br />Councilmember Nardine askcd iC staff has developed a plan. Mr. Jemunis recalled at the <br />last work session on the subject the Council expressed interest in determining the criteria <br />and selection process, which would include encouraging leveraging of funds, one-time <br />funding and new anti-violence programs. Mr. JeD11anis stated that, in working with <br />CALICO, Police Chief Joe Kitchen felt the program was appropriate for funding. <br />Councilmember Nardine asked for clarification regarding the process organizations <br />should follow to apply for the funding. Mr. Jermanis stated that, based on the comments <br />by Council on this issue, there is a need for staffto bring back a more fomlalized criteria <br />for Council's approval. <br />
