Mcding-I?~_cel1lber 9, 2~02 <br /> <br />Page 4 <br /> <br />John Gatzke, 1545 Sccnicview Drive, addressed the City Council regarding his opposition <br />to the convcrsion of a home at 1739 Scenicvicw Court to a care facility without notice to <br />neighbors. Mr. Gatzke expressed concem that the law does not require notice to be given to <br />neighbors when such a conversion takes place and stated approximately 60 residents of the <br />Bay-O- Vista neighborhood have signed petitions opposing the conversion. Mr. Gatzke <br />expressed his interest in working with the Council and State Assemblymember to seek out an <br />alternative approach to the situation. <br /> <br />Pat Busch, t 711 Scenicview Court, addressed the City Council regarding her concern over <br />the conversion of the residence at 1739 Scenicview Court to a disabled care facility with no <br />notice to, or input fron1, neighboring residents. <br /> <br />John Manuel, Marina Action Committee, addressed the City Council regarding concerns <br />over the fornler Hohener propelty and submitted copies of a 1999 San Leandro Times article <br />about potential development of the site. Mr. Manuel noted three permits have been issued for <br />the Bayside Business Park and asked ifhe is COlTect in assuming the project is proceeding <br /> <br />Dcnnis RoslIed, West San Leandro Advisory Coalition, addressed the City Council, <br />asking for clari fication on a motion made by Councilmember Santos and instructions to staff <br />at the November 4, 2002 public hearing on the fonner I-Iohener property. Mr. Rosucci also <br />asked for an update on the progress of the Eden Road acquisition and to which fund the tax <br />increment from the project will be deposited. <br /> <br />Harold Percz, Davis Wcst Nei~hborhood Group, addressed the City Council, expressing <br />conCCm that neighbors of the Hohener project were not notified sooner of development plans. <br />Mr. Perez suggested Davis Street should be expanded to four lanes in each direction and signs <br />posted to warn vehicles against blocking intersections. Mr. Perez also spoke in opposition to <br />conversion of residences to care facilities in San Leandro. <br /> <br />Wafaa Aborashed, Davis Wcst Nei~hborhood Group, addressed the City Council <br />regarding the minutes of November 4, 2002, suggesting the minutes do not accurately record <br />the actions taken at the meeting and should not be approved. Ms. Aborashed expressed <br />disappointment with the Army Corps of Engineers for not protecting the wetlands. <br /> <br />Francois Gallo, NAACSL, addressed the City Council regarding the minutes of November <br />4, 2002. Mr. Gallo said the term "draft" suggests they are in some way incomplete and asked <br />why the development is allowed to proceed when there is still unceltainty regarding the <br />Conditions of Approval. Mr. Gallo addressed the subject of environmental justice and noted <br />low-income residents and people of color arc more likely than other groups to live near <br />pollution sources. <br /> <br />LOll Filipovich, 15376 LaVcrne Drive, addressed the City Council regarding his concem <br />that citizens must use the Public Comment period to discuss the minutes. Mr. Filipovich <br />commented on the use of redevelopment funds on the I-Iohener project. <br />
