N~W BUSINESS <br /> <br />Public Comments on New Business items are permitted i C a Speaker Card is suhmitted before <br />the stan-presentation is completed, Each speaker will be allowed 3 minutes for comments. <br /> <br />Items removed from the Consent Calendar: <br /> <br />7 A.Minutes ofthe Meeting of November 4,2002. <br /> <br />Mayor Young stated for the record she would like to have included in next year's budget a <br />simple, inexpensive system Cor detemlining the order of Council members wishing to <br />speak on an item. <br /> <br />Vice Mayor Glaze commented that, based on the input from the neighborhood groups at <br />the public hearing, staff should have been more proactive in distrihuting the Anny Corps <br />of Engineers repOli and verbatim transcript of the hearing to the public rather than waiting <br />until a Cormal cOlnmunication plan is developed. <br /> <br />City Manager Jemlanis stated he understood it was the Council's intention to have the <br />infon11ation disseminated to the interested community groups and will insure it will be <br />distributed. Mr. Jemlanis clarified his earlier comments regarding the communication <br />plan, stating the plan would outline the proposed public hearings and other opportunities <br />Cor public input. Assistant City Manager Ed Schilling added the verbatim transcript was <br />not available for distribution until Friday, December 6, which was not in time to include <br />in the Council's agenda packet. Mr. Schilling acknowledged the Council's need to have <br />the verbatim transcript before approving the minutes. <br /> <br />Vice Mayor Glaze asked if the Anny COIVS of Engineers' response has been sent out to <br />the interested patiies. Mr. Schilling stated the AmlY Corps' response had not yet been <br />sent out but would make it a part of the in Cormation package staff will distribute to <br />Council and interested paliies. <br /> <br />Council member Santos stated he was surprised to see the minutes corne back in "draft" <br />and with very brief comments. He recalled requesting the City Manager incorporate the <br />handout received From the community as part of the minutes. Couneilmember Santos <br />Curther recalled the Council had agreed the City would take immediate control of Eden <br />Road but with the understanding there are no definitive plans for developing it at the <br />present time. Councilmemher Santos pointed out the Anny Corps oC Engineers' repOli <br />was mentioned in the Weekly Update and the Corps' final detennination was there was <br />1.41 acres of wetlands at the site. <br /> <br />Councilmembcr Nardine referred to page 7 of the minutes, pointing out she had asked for <br />a process for the neighbors to be kept involved in the project so they would not have to <br />continually come back to the Council to seek information regarding the projcct. <br />Councilmcmber Nardine stated her idea of a process would be letting the residents know <br />what is going on and what they can expect so they do not have to continually call the City <br />for in/ormation.
