Minutes - City of San Leandro City Council,
San Leandro Redevelopment Agency, and the
Geologic Hazard Abatement District Joint Meeting
January 16, 2001

Page 12

9. CITY COUNCIL COMMENTS

A. Council Member Galvan thanked Norm Stamm for his comments regarding the
energy crisis, as well as the City Manager for bringing forward a Resolution
regarding the issue this evening.

Council Member Galvan also commented on the issue of "mega" homes/additions,
which are out of character with their surrounding neighbors. He asked that there
be a City Council Ad Hoc Committee formed, consisting of Council Member
Galvan and Council Member Loefller, to move this issue forward and get
information back to the City Council regarding a proposed policy. He added that
this Ad Hoc Committee would interface with the Director of Development
Services and his staff; and would work with constituents in a more formal setting.

The City Manager indicated that Council had formerly directed the Development
Services Director and the City Attorney to work on this issue.

Development Services Director Horn reported that a policy regarding "mega"
houses/additions had been incorporated into the Zoning Code Amendments that
are currently before the Board of Zoning Adjustments and the Planning
Commission.

Council Member Galvan acknowledged staff's current efforts, but indicated his
desire to still have the Council Ad Hoc Committee in order to keep constituents in
their respective districts informed and included in the loop.

In conclusion, Council Member Galvan commented on how the City has lost some
good employees over the years, but it will be difficult to replace Wandzia Grycz.
He thanked her for her years of service and wished her well.

B. Council Member Grant publicly acknowledged the Recreation and Human
Resources staff for their efforts in putting on the Martin Luther King event.

Council Member Grant also extended her gratitude to Wandzia Grycz for her
service and wished her well in her new endeavors with the City of San Jose.

C. Council Member Nardine indicated that she was contacted by a property owner
regarding the City's policy relating to property clean up. She asked the City
Attorney if there is a way to shorten the timeframe.

The City Attorney responded by explaining the reasoning for the timeframe and
recommended that it stay in place as such.
