<br />Minutes - City of San Leandro City Council, <br />San Leandro Redevelopment Agency, and the <br />San Leandro Geologic Hazard Abatement District <br />Joint Meeting - February 20, 2001 <br /> <br />Page 9 <br /> <br />Council Member Loeffler remarked the City's website housing page should have a <br />notation on how to access this Review Board, once it is formed. <br /> <br />The Mayor noted the Rent Review Policy and the forming of the Rent Review <br />Board would be coming back to the Council for a public hearing on March 19, <br />2001. She suggested having the Ad Hoc Committee to Review Rent Issues serve <br />as the nominating committee for members to serve on the Rent Review Board. <br /> <br />Neusa Pollard, Housing Specialist, gave the presentation on the proposed Policy <br />and Rent Review Board. It was noted that what is being proposed is modeled in <br />part after the City of Alameda's policy, which has been working well for quite <br />some time. <br /> <br />The City Attorney noted that having a policy would be a huge improvement over <br />having nothing in place. The policy proposed is not controlling, but rather calls for <br />the use of mediation for settlement of issues. The necessity to include "added fees <br />for parking" in the definition of rent "increase" was stressed. Discussion also <br />ensued regarding how the policy would apply to new developments and older <br />developments. <br /> <br />The following Motion was then introduced: <br /> <br />Minute Order No. 2001-32, Matter of Discussion Regarding a Report from <br />the City Council Ad Hoc Committee to Review Rent Issues and a proposed <br />Policy/Ordinance. (2507) <br /> <br />The City Council directed staff to: <br /> <br />(1) Prepare a proposed Ordinance to serve as the City's policy on rent <br />issues for presentation at the March 19, 2001, City Council Meeting; <br /> <br />(2) Schedule a Public Hearing Regarding Rent Issues for the March 19, <br />2001, City Council Meeting; <br /> <br />(3) Utilize the City Council Ad Hoc Committee to Review Rent Issues for <br />an Ad Hoc City Council Nominating Committee to Recommend <br />Citizens to Participate on a Rent Review Board; and <br /> <br />(4) Place an item on the March 19, 2001, Agenda to create and appoint <br />citizens to a Rent Review Board. <br /> <br />M/S/C Galvan and Loeffler.
