<br />Minutes - City of San Leandro City Council and the <br />San Leandro Geologic Hazard Abatement District <br />Joint Meeting - March 19, 2001 <br /> <br />Page 4 <br /> <br />D. J. Evans, 361 Bristol, addressed the City Council in support of a cost of living <br />allowance increase. Not supportive of the Rent Review Ordinance, as written. <br /> <br />Paul Vargas, 872 Portola Drive, addressed the City Council in opposition to the <br />proposed Rent Review Ordinance and Board. <br /> <br />Mike Butler, 1285 Mersey Avenue, addressed the City Council in opposition to <br />the proposed Rent Review Ordinance and Board. <br /> <br />Tom Guarino, Chamber of Commerce, 262 Davis Street, addressed the City <br />Council asking for time to study this matter further. <br /> <br />Dave Livingston, P.O. Box 2466, Castro Valley, CA 94546, addressed the City <br />Council in opposition to the Rent Review Ordinance and Board, indicating the real <br />issue is supply and demand. <br /> <br />Leslie Thomas, 2781 San Leandro Boulevard, addressed the City Council in <br />support of the Rent Review Ordinance and Board. <br /> <br />Nancy Rogers, Bay East Association of Realtors, 7901 Stoneridge Drive, <br />#150, Pleasanton, CA 94588, addressed the City Council in support of the Rent <br />Review Ordinance and Board, indicating the Council should consider removing <br />"single family residence" from the definition of "residential property." <br /> <br />There being no further comments from the public, the Public Hearing was closed. <br /> <br />M/S/C Galvan and Santos. Ayes: 7; Noes: 0 <br /> <br />Lengthy City Council discussion ensued regarding definitions, timelines, and <br />responsibilities of the Rent Review Board. <br /> <br />The following Ordinances were then introduced: <br /> <br />Ordinance No. 2001-09, An Ordinance Adding Title I, Chapter 3, Article 14 <br />to the San Leandro Municipal Code Relating to the Establishment of a Rent <br />Review Board and Amending Section 1-3 -1 00 to Include Such Rent Review <br />Board. (2507) <br />Passed to Print, as amended, to reflect that the members of the Rent <br />Review Board shall be residents and registered voters of San Leandro, <br />except for one of the rental property owner positions, and to reflect <br />that the term of office will be two years. <br /> <br />M/S/C Loeffler and Galvan. Ayes: 4; Noes: Glaze and Nardine; Abstain: <br />Grant <br />
