Ordinance No. 2001-011, An Ordinance Amending the San Leandro Municipal <br />Code, Title I, Chapter 3, Relating to Boards and Commissions, Establishing a <br />Traffic Advisory Function for the Planning Commission; Amending Title VI, <br />Chapter 1, Relating to Traffic Control; and Amending Title VI, Chapter 2, <br />Relating to Parking Meter and Tow Away Zones (establishes a process that <br />authorizes the City Manager or his designee to administratively approve parking <br />restrictions). (1022) <br />-- Adopted <br /> <br />8. NEW BUSINESS <br /> <br />A. Minute Order No. 2001-41, Matter of City Council Appointment of one <br />"Community Representative" to the Oakland Airport-Community Noise <br />Management F orum (two-year term of office - August 1, 2000 through July 31, <br />2002) - Clare Brunk._ (1270/1215/1156) <br /> <br />The City Council appointed Clare Brunk as the "Community <br />Representative" to the Oakland Airport-Community Noise Management <br />Forum. <br /> <br />M/S/C Santos and Galvan. Ayes: 7; Noes: 0 <br /> <br />B. Matter of Discussion of Possible Moratorium on Second Floor Additions in View- <br />Sensitive Areas (e.g., Bay-O- Vista), or Citywide. <br /> <br />Debbie Pollart, Development Services Planner 3, presented the staff report and <br />responded to various questions from City Council regarding the number of current <br />applications for additions on file. She also summarized the Planning Commission's <br />discussion regarding the issue and noted that they are recommending that the <br />moratorium by city-wide. <br /> <br />The options presented to the City Council included adopting, by a motion of 4/5ths <br />of the City Council, an interim urgency ordinance to establish a 45-day moratorium <br />(either city-wide or specific to Bay-O- Vista), which can be done without a public <br />hearing. If the Council determined that they wished to hold a public hearing in <br />addition to the interim ordinance, a hearing could be scheduled before the City <br />Council on May 21, 2001. <br /> <br />City Council discussion ensued regarding the impacts on the Bay-O- Vista <br />neighborhood, as well as a process to insure neighborhoods are informed before <br />"out of character" additions are permitted to be built on "flatlands" throughout the <br />city. <br />
