<br />Minutes - City of San Leandro City Council Meeting <br />April 16, 2001 <br /> <br />Page 9 <br /> <br />The following Ordinance was then introduced: <br /> <br />Ordinance No. 2001-012, An Interim Urgency Ordinance Prohibiting the <br />Processing and Approval of Use Permits, Variances, Building Permits, Start of <br />New Construction or Other Entitlements for New Second Story Homes, New <br />Second Stories or Expansions of Existing Second Stories in the Bay-O- Vista <br />Area for a Period of Forty-Five Days and Declaring This Ordinance To Be an <br />Urgency Measure, To Take Effect Immediately, As It Relates to the <br />Preservation of Public Peace, Health And Safety. <br />-- Passed to Print and Adopted (1005/1024/1098/1 099/1428/2792) <br /> <br />M/S/C Galvan and Santos. Ayes: 7 ; Noes: 0 <br /> <br />The Mayor encouraged staff as they move forward with the General Plan Update <br />process and Zoning Code Amendments, to be mindful of the concerns expressed <br />by persons who live in the "flatland" areas and how they are impacted when out of <br />character additions to homes are permitted, especially relating to notifying <br />surrounding neighbors of proposed requests. <br /> <br />C. Report on Closed Session Actions Taken. <br /> <br />There was no report. <br /> <br />9. CITY COUNCIL COMMENTS <br /> <br />A. Council Member Nardine thanked staff for the excellent Volunteer Recognition <br />event at the Marina Community Center on Saturday. <br /> <br />B. Vice Mayor Glaze requested a report back to the City Council regarding the status <br />of actions being taken by businesses related to the energy crisis. He also <br />questioned if the City is changing out the signal lights to LED. <br /> <br />C. Council Member Loe:fl1er questioned how the community can access information <br />regarding crime patterns in San Leandro. He also questioned what the crime <br />disclosure requirements are for the sale of properties in San Leandro. He noted <br />that Oakland enables the citizens to use the WEB to track crime patterns in <br />neighborhoods via GIS information. He questioned if the City has a policy for <br />tracking complaints about police services. <br /> <br />Council Member Loeffier expressed concerns he has heard regarding Marina Auto <br />Row dealers using residential streets for test drives. <br /> <br />Council Member Loeffier stressed the importance of someone taking charge of the <br />Childcare Task Force, in that there are 14 stakeholders from the city, county, <br />agencies and school district. <br />
