Ann Ludwig, Alameda County Waste Management Authority, spoke to the City <br />Council regarding the "Blueprint for Building Green" and explained the use of <br />"green" concepts in building, etc_ <br /> <br />With the concurrence from the balance of the City Council, the Mayor moved New <br />Business Item 9_A forward to this point in the Agenda. <br /> <br />9. NEW BUSINESS <br /> <br />A. Matter of Update on East Bay Municipal Utility District (EBMUD) Bayside <br />Groundwater Project and Environmental Impact Report (EIR) Review Process. <br />No Action Required. <br /> <br />John Lampe, Director of Water & Natural Resources of the East Bay Municipal <br />Utility District, gave an update to the City Council on the Bayside Groundwater <br />Project and Environmental Impact Report review process. He distributed the draft <br />EIR summary of community questions thus far, along with the answers to those <br />questions. Mr. Lampe outlined the plans to create a supply of water for drought <br />years via use of aquifers, located in the area of southwest San Leandro/San <br />Lorenzo. He indicated the treatment facility would be constructed near the Heron <br />Bay development. It was noted that EBMUD had extended the public comment <br />period on the EIR until July 6, 2001. <br /> <br />Council discussion ensued with concerns regarding the scope of noticing, the need <br />for noticing in various languages, concerns for the quality of drinking water, the <br />desire to identify the preferred sites, and the need for additional geological review <br />to insure that issues relating to seismic safety have been considered. <br />
