PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of Community Development Block Grant (CDBG) Program Year <br />Activities for 2001-2002. <br /> <br />This being the time and place for the Public Hearing on the above matter, Hanson <br />Horn, Director of Development Services, gave a brief overview and Neusa Pollard <br />provided a power point presentation regarding the proposed CDBG budget. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding his <br />opposition to the City Council and Redevelopment Agency Agendas being <br />intermingled. He expressed his opposition to redevelopment set-aside funds and <br />handed out information regarding public speaking rules and non-partisan budget <br />clarity issues. <br /> <br />There being no further comments from the public, the Public Hearing was closed. <br /> <br />M/S/C Nardine and Santos. Ayes: 7; Noes: 0 <br /> <br />Council discussion ensued regarding the lack of funding proposed for San Leandro <br />Community Counseling. Discussion also ensued regarding property at 15101 <br />Washington, which is in need of attention with regard to clean-up and issues <br />relating to the safety of children playing in that area. <br /> <br />Vice Mayor Glaze requested a staff report on the Community Reinvestment Act <br />(CRA) which requires local lenders to provide favorable lending terms for projects <br />that involve the provision or rehab of affordable rental and ownership housing. <br /> <br />Following discussions of possible solutions for San Leandro Community <br />Counseling, the following Resolution and Minute Order were then introduced: <br /> <br />Resolution No. 2001-64, Resolution Approving Fiscal Year 2001-2002 Action <br />Plan for Community Development Block Grant (CDBG) Funds and <br />Authorizing the Execution and Submission Thereof by the City Manager <br />(approves amounts and recipients of CDBG Block Grant Funds as well as <br />authorizes the City Manager to execute and submit the Action Plan for Fiscal <br />Year 2001-2002 to HUD).
