Minutes - City of San Leandro City Council and
San Leandro Redevelopment Agency Joint Meeting - May 7, 2001

Page 6

CONTINUE CITY COUNCIL MEETING

5. PUBLIC COMMENTS

Public Comments are limited to 5 minutes per person, for a total time period of one
hour. When you address the City Council, you should fill out a speaker card and
submit it to the City Clerk so the order of speakers may be determined and an official
record of names and addresses obtained. The public is invited to make any comments
related to Agenda items, or other items of public interest, at this time.

A. Bill Stephens, Estudillo HOA, 741 Lee, addressed the City Council requesting a
neighborhood monument for the EstudilIo neighborhood on Estudillo Avenue. He
also requested that the City Council consider funding for the redevelopment of
MacArthur Blvd. Referring to comments made in the local newspaper regarding
an increase in numbers of children who qualifY for free lunches, he indicated that
there is a need to investigate the needs of our children and work on systemic
solutions.

B. Bridget Metcalfe, 2222 Sandpiper Court, addressed the City Council regarding
Heron Bay. She thanked Tony Santos, Bob Glaze and the Mayor for taking extra
time to reevaluate the EBMOn project. She stated her concerns regarding
possible seismic activity and the lack of emergency plans in the case of something
happening.

C. Betty Chan, 15582 Baypoint Avenue, addressed the City Council regarding the
EBMUD lack of notification of all the residents in the proposed aquifer areas. She
indicated she feels more public notification should be done in other languages for
sufficient public input. She encouraged the City to ask for a 60-day extension for
additional public input regarding the ElR.

D. Larry Norry, 2532 Williams Street, addressed the City Council requesting that
the City Council Meeting be adjourned in memory of 1. G. Sanders.

E. Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding how
public comments are handled on the agenda. He also commented on the lack of
LAFCO review of the Heron Bay area when annexed into the San Leandro Unified
School District.

F. Terry Floyd, 240 Sybil Avenue, addressed the City Council pointing out the
public's lack of support of the City's Redevelopment Agency's actions.
