Matter of Discussion Regarding City Council Vacancy, District 1.

The City Clerk gave a brief overview of the process to fill the vacancy per the
City's Charter.

Council Member Santos stated his preference for having a Special Election to fill
the vacancy, indicating that filling by appointment tends to give that individual an
edge when the seat comes before the electorate at the next election. He also stated
that if the position were filled by appointment, he would like the individual to
pledge that they will not run for election when the seat is up in November 2002.

Discussion ensued regarding the process and timeframe. It was also noted that the
City Council should appoint an Ad Hoc Committee to oversee the application
process and to recommend interview questions and process for the full Council to
utilize for the interview session.
