Summary - City of San Leandro City Council,
San Leandro Economic Development Agency,
San Leandro Housing Finance Corporation,
San Leandro Parking Authority,
San Leandro Public Financing Authority, and
San Leandro Redevelopment Agency Joint Meeting - June 4,2001

Page 9

The following Motion was then introduced:

Minute Order NQ, 2001-53, Matter of Discussion Regarding City Council
Vacancy, District 1. (1495/1055)

The City Council approved the proposed process to appoint and fill the
vacancy on the City Council, District 1, pursuant to the requirements of
the City Charter, utilizing the timeline proposed in the May 31, 2001,
staff report, and appointed a City Council Ad Hoc Committee consisting
of Mayor Young, Vice Mayor Glaze, and Council Member Grant to
oversee the applications and to make a recommendation to the City
Council regarding the interview process, including the questions for each
candidate.

M/S/C Loeffler and Grant. Ayes: 4; Noes: 0

H. Matter of Discussion Regarding Vacancies Created on City Council Internal
Committees., City Council Ad Hoc Committees, and Intergovernmental Agencies.

Council discussion ensued regarding whether to fill the vacancies created on the
various internal committees. It was pointed out that if appointments are made,
those Council persons appointed would need to fill out the terms, explaining that
to have the new person serve when appointed would create a majority of the
Council having knowledge of issues prior to them coming before the full City
Council. Following the discussion, the City Council determined that the Rules &
Communications Committee should maintain a composition of three council
members and that the balance of the committees with vacancies would remain
active with two council members serving for the time being.

The following Motion was then introduced:

Minute Order No. 2001-54, Matter of Discussion Regarding Vacancies
Created on City Council Internal Committees., City Council Ad Hoc
Committees, and Intergovernmental Agencies. (1156)

The City Council appointed Council Member Loeffler to the City Council
Rules and Communications Committee to fiD the vacancy created by
Gordon Galvan and directed staff to put the matter of vacancies created
on City Council Internal Committees, City Council Ad Hoc Committees,
and Intergovernmental Agencies back on the Agenda at a later date.

MlS/C Santos and Grant. Ayes: 4; Noes: 0
