Mayor Young reported on her attendance, along with John Jermarus and Tom <br />Guarino, at a Disaster Resistant California Conference in Sacramento; reported on <br />her attendance at the celebration for Coca-Cola, and requested that the City <br />Council consider sending the issue of Council's current approach to "Public <br />Comments" to the Rules and Communications Committee for review. <br /> <br />-- Minute Order No. 2001-60, Motion to Refer the Matter of Conducting Public <br />Comments During City Council Meetings to the City Council Rules and <br />Communications Committee. (1156) <br /> <br />By consensus. the City Council referred the matter of conducting Public <br />Comments during City Council Meetings to the City Council Rules and <br />Communications Committee. <br /> <br />10. CONTINUED PUBLIC COMMENTS <br /> <br />Continued Public Comments is limited to the balance of speaker cards that have been <br />submitted to the City Clerk and any new speakers who have not been heard. <br />Comments will be limited to 5 minutes per speaker. <br /> <br />A. Paul Vargas, 872 Portola Drive, addressed the City Council with concerns <br />regarding the 2nd story moratorium on houses in Bay O'Vista. <br /> <br />B. Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding <br />additional information he feels should be included in the City's Budget document. <br />He indicated his pleasure that the Mayor would like to see the public participation <br />procedure at Council Meetings referred to the Rules & Communications <br />Committee for review. <br /> <br />C. Francois Gallo, 979 Woodland, addressed the City Council regarding BART at <br />Bayfair, Alameda County Transit to Bayfair and Airport expansion issues. <br />
