Mayor Young reported on her attendance, along with John Jermarus and Tom Guarino, at a Disaster Resistant California Conference in Sacramento; reported on her attendance at the celebration for Coca-Cola, and requested that the City Council consider sending the issue of Council's current approach to "Public Comments" to the Rules and Communications Committee for review. -- Minute Order No. 2001-60, Motion to Refer the Matter of Conducting Public Comments During City Council Meetings to the City Council Rules and Communications Committee. (1156) By consensus. the City Council referred the matter of conducting Public Comments during City Council Meetings to the City Council Rules and Communications Committee. 10. CONTINUED PUBLIC COMMENTS Continued Public Comments is limited to the balance of speaker cards that have been submitted to the City Clerk and any new speakers who have not been heard. Comments will be limited to 5 minutes per speaker. A. Paul Vargas, 872 Portola Drive, addressed the City Council with concerns regarding the 2nd story moratorium on houses in Bay O'Vista. B. Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding additional information he feels should be included in the City's Budget document. He indicated his pleasure that the Mayor would like to see the public participation procedure at Council Meetings referred to the Rules & Communications Committee for review. C. Francois Gallo, 979 Woodland, addressed the City Council regarding BART at Bayfair, Alameda County Transit to Bayfair and Airport expansion issues.
