Minutes - City of San Leandro City Council,
San Leandro Economic Development Agency,
San Leandro Housing Finance Corporation,
San Leandro Parking Authority,
San Leandro Public Financing Authority, and
San Leandro Redevelopment Agency Joint Meeting - June 18, 2001

Page 2

The Mayor also noted that she had issued a proclamation for June 15, 2001 as
"Coca-Cola Day" in San Leandro, a proclamation designating June 14, 2001 as
"Flag Day" and a Commendation to Martin A. Francis for twenty-five years of
service as the coordinator and host of San Leandro's annual Flag Day ceremony
and program.

3. PUBLIC HEARINGS

Public Hearing Comments are limited to 5 minutes per person. When you address the
City Council, you should fill out a speaker card and submit it to the City Clerk so the
order of speakers may be determined and an official record of names and addresses
obtained.

A. Matter of Proposed Adjustments to User Fees, Fiscal Year 2001-2002.

This being the time and place for the Public Hearing on the above matter, Mike
White, Interim Finance Director, gave a short presentation on the proposed
adjustments and recommended that the City Council approve them.

The Hearing was then opened to the public.

Tom Guarino, Chamber of Commerce, addressed the City Council indicating
that the Chamber has consensus on the increases proposed. Their understanding
was that this would be tied-in with the conversion of some new parking spaces at
Longs and that the increases would be implemented when the new spaces were
created. He indicated this would result in more revenue for the City and more
parking opportunities for the businesses. He asked for clarification from the City
Manager.

There being no further comments from the public, and without opposition, the
Public Hearing was closed.

The City Manager commented that a change in the configuration of downtown
parking has already been implemented. There are now spaces available in the
Longs parking lot that have been converted to permit parking to allow the
overflow from the parking structure and that the total number of spaces available
has been increased. Notwithstanding that, the revenues that have been described in
the presentation are necessary to support the costs of maintaining the garage.
