PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of San Leandro Zoning Code Amendments. <br /> <br />Proposed comprehensive Zoning Text changes and Zoning Map amendment for <br />creation of Residential Single-Family View Preservation (RS- VP) District; <br />proposed zoning text changes would cover minor clarifications and reorganization <br />of existing regulations and substantive changes to use and development <br />regulations. <br /> <br />The proposed Zoning Map amendment would rezone an area, commonly known as <br />"Bay-O-Vista," bounded by the 1-580 Freeway to the west, Lake Chabot Road and <br />Estudillo Avenue to the north, and the City limits to the east and south, from RS <br />(Residential Single-Family) to RS- VP (Residential Single Family - View <br />Preservation) District. <br /> <br />This being the time and place for the Public Hearing on the above matter, Hanson <br />Horn, Director of Community Development, gave an overview of the proposed <br />Zoning changes and Corey Simon, Planner Consultant, gave a more in-depth <br />review ofthe proposed changes. <br /> <br />Staff provided an overview of the recommended changes to the Zoning Code <br />resulting from meetings with the RAC, which were included in Attachments Hand <br />I. <br /> <br />The Hearing was then opened to the public. <br /> <br />George Crooks, 1600 GrafT Court, addressed the City Council in support of the <br />proposed requirements for the Bay-O- Vista area indicating that anyone making an <br />improvement to their property that impacts others, should be required to get a <br />permit. <br /> <br />Chet Griffin, 2027 Edgehill Court, addressed the City Council regarding the <br />growing concern for planning for the number of trees and how large they might get <br />over the years that might affect someone's view or create a fire hazard. <br /> <br />Audrey Albers, 2037 Marina Court, addressed the City Council in support of <br />the proposed requirements for the Bay-O- Vista neighborhood and suggested that <br />hey also apply to residents citywide. <br />
