<br />Minutes - City of San Leandro City Council Meeting <br />July 2, 2001 <br /> <br />Page 6 <br /> <br />The City Attorney clarified what is proposed for the Bay-O- Vista Preservation <br />District and what was being proposed for the community citywide. <br /> <br />Council discussion ensued regarding the proposed changes and the process as it <br />relates to notification to registered property owners, an appeal process, and the <br />length of the review process by staff <br /> <br />Council Member Loeffler explained the intent of the language proposed for <br />expansion of homes, indicating that formerly staff did not have the opportunity to <br />review or have input on an expansion that would double the size of one's home. <br />He then thanked staff for their efforts and bringing this together for Council <br />consideration this evening. He also suggested that the Zoning Code be placed on <br />the City's web site for reference by the public. <br /> <br />Council Member Grant clarified that the noticing of neighbors is for "information" <br />not "approval" ofthe proposal. <br /> <br />Vice Mayor Glaze indicated that he has no problem with the proposed Bay-O~ <br />Vista view preservation district but still has some problems with regulating <br />flatlands. <br /> <br />Council Member Santos indicated that staff is not proposing that additions or large <br />houses be precluded, but that an administrative process be followed. He indicated <br />that he would consider waiving appeal fees. <br /> <br />Council Member Santos continued by commenting on litter control around small- <br />scale restaurants and a needed buffer zone between residential and industrial. He <br />suggested there be a requirement for air conditioning and generator units to be <br />placed away from residential housing. <br /> <br />Council Member Loeffler commented on the increasing pressure to build larger <br />housing for larger families. He remarked that the proposal this evening puts in <br />place an administrative procedure for staff to manage this issue. He stated he <br />believes the procedure is prudent and the community should allow staff to try it. <br /> <br />Mayor Young remarked that the Bay-O- Vista Homeowner's Association has <br />CC&Rs that previously dealt with tree heights. With regard to litter control <br />referenced in Section 4-1630(c), she would like to see the parameters increased <br />and suggested that there be aI, 000- foot parameter. <br /> <br />In conclusion, the Mayor encouraged the Zoning Enforcement Official and staff to <br />be mindful of private property rights. <br />
