<br />Minutes - City of San Leandro City Council Special Meeting <br />.July 23, 2001 <br /> <br />Page 3 <br /> <br />The first ballot cast was as follows: <br /> <br />Council Member Grant nominated Orval Badger <br />Council Member Nardine nominated Dale Reed. <br />Vice Mayor Glaze nominated Orval Badger. <br />Council Member Loeffler nominated Dale Reed. <br />Council Member Santos nominated Paul Nahm. <br />Mayor Young nominated Orval Badger. <br /> <br />Once the ballots were read aloud by the City Clerk, the City Attorney announced <br />that candidates Pretto, Lynn and Nahm would be dropped from consideration and <br />that a second ballot should be cast to consider nomination of Orval Badger or Dale <br />Reed. <br /> <br />A second ballot was cast and results read aloud as follows: <br /> <br />Council Member Grant nominated Orval Badger <br />Council Member Nardine nominated Dale Reed <br />Vice Mayor Glaze nominated Orval Badger <br />Council Member Loemer nominated Dale Reed. <br />Council Member Santos nominated Dale Reed. <br />Mayor Young nominated Orval Badger. <br /> <br />Recognizing that there was a tie, the City Council entered into a discussion about <br />the perceived strengths and weaknesses of the two candidates. <br /> <br />The City Council then cast a third ballot to break the tie vote. The results were as <br />follows: <br /> <br />Council Member Grant nominated Orval Badger. <br />Council Member Nardine nominated Dale Reed. <br />Vice Mayor Glaze nominated Orval Badger <br />Council Member Loetner nominated Dale Reed <br />Council Member Santos nominated Dale Reed <br />Mayor Young nominated Orval Badger <br /> <br />Given the outcome of the third ballot, the Mayor requested that the City Attorney <br />- . <br />explain to the City Council their options. It was noted that if the City Council <br />could not agree upon a candidate for the vacancy this evening, this matter would <br />have to be put to a vote of the people. The City Attorney added that if this matter <br />goes to a vote of the people, the option to consolidate with the March 2002 <br />Election is no longer available A Special Election would have to be held in the <br />spring and a possible runofT conducted closely thereafter. Given the proposed <br />schedule, it would be likely that a new Council Member would not be seated until <br />May 1. <br />
