When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be detennined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of PLN2001-00043; Rezone from RD Residential Duplex District to <br />RM2000 (PD) Residential Multi-Family Planned Development Overlay District; <br />and Planned Development to Convert Existing Garage/Storage Area of a Tri-Plcx to <br />a New One-Bedroom Residential Unit. Total Unit Count for the Site Would be 5 <br />Units, Which Includes an Existing, Single-Family, R_esidential Residence; 244 <br />Harlan Street, North Side of! larlan Street Bclween Washington Avenue and Clarke <br />Street; Assessor's Parcel Nwnber 75-73-3-3; C. Witherspoon, Applicant; D. <br />Williams, Property Owners; RD Residential Duplex District. lPollardJ <br /> <br />This Public Hearing Was Continued from the October 15, 2001, City Council <br />Meeting at the Request of the Applicant. <br /> <br />Debbie Pollart, Planner III, gave the staff presentation and urged the City Council to <br />support the rezoning. <br /> <br />The hearing was then opened to the public. <br /> <br />Christopher Witherspoon, Applicant, addressed the Council indicating he IS <br />available for questions. <br /> <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council asking for <br />clarification on the car wash and if it is in a redevelopment area? <br /> <br />Hearing no further requests to speak, the Public Hearing was closed. <br /> <br />The City Manager responded that the car wash will remain at the site and that this <br />project is not in a redevelopment area. <br /> <br />After City Council discussion, the following direction was given to add to the <br />conditions of approval: <br /> <br />· That the agreement would include a statement that the landlord could not <br />charge tenants for the right to park in parking stalls. <br /> <br />· That the owner be prohibited from adding an additional wall to the one <br />bedroom unit to make it a two-bedroom unit. <br /> <br />The fc)llowing motions were made: <br />
