<br />The consultant shall use whichever ACCMA moclel is the most CUITent at the time <br />the consultant need the forecasts (Dowling Associates, Inc., as ACCMA's <br />consultant, is cLllTently updating the model, an effort which is expected to be <br />completed in mid-November). lfthe consultant must use the "old" model, the <br />consultant will extrapolate Year 2015 and 2030 volumes frolll the 2010 and 2025 <br />volumes, based on growth apparent from the two available years. <br /> <br />Deliverables <br /> <br />Exi~ting Conditions Memo a summary of existing level of service and other traffic conditions <br />in the study area, including, ifavailable, reduced size (8Ylxll) printouts of available engineering <br />drawings orthe study area. <br /> <br />Tra1Ti~ FQrecast Memo -- documentation 0 f methodology of obtaining forecasts and of the <br />(()recasts themselves. <br /> <br />Task 2 - Traffic Operations Analysis <br /> <br />A. Enter the applicable existing traffic data (counts, lane configurations, signal phasing and <br />coordination inputs, etc.) into the Synchro intersection analysis program, including <br />adjustments, if applicable, to reflect results from the saturation flow measurements. <br /> <br />8. Make further adjustments if the calculated results do not coincide with our field observations <br />of traffic conditions (e.g., if a calculated queue or delay is significantly longer or shorter than <br />actually occurs in the field). <br /> <br />C. Introduce the Year 2030 volumes into the operational analysis and develop up to three <br />alternatives oflane and phasing/timing configurations to optimize operating conditions. <br /> <br />D. Enter the Year 2015 volumes to attempt to identify an interim intersection configuration that <br />could serve as an initial phase. <br /> <br />Deliverable <br /> <br />IggblLical Melllorandum - A brief memo that reports the basic results of this task. Detailed <br />descriptions of inputs, assumptions, adjustments, etc. shall be included later in the Traffic <br />Assessment Report. <br /> <br />Task 3 - Engineering Feasibility <br /> <br />A. Review the basic alternatives in the context of the available right-of-way, utility locations, <br />ancl other relevant engineering issues. <br /> <br />B. Prepare conceptual drawings and order-of-magnitude costs of each altemative, in order to <br />compare them with one another. <br /> <br />Deliverable <br /> <br />Technical Memorandum - A brief memo shall reports the basic results of this task.
