<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />TO: <br /> <br />John Jermanis, City Manager <br /> <br /> <br />DATE: <br /> <br />February 13,2007 <br /> <br />FROM: <br /> <br />Steve Hollister, Assistant City Manager <br /> <br />Kathy Ornelas, Community Relations RepresentativeV <br /> <br />BY: <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />CONSULTING SERVICES AGREEMENT BETWEEN THE CITY OF SAN LEANDRO AND <br />MONUMENT ARTS, INC. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />It is recommended the City enter into a Consulting Services Agreement with Monument Arts, <br />Inc. of Sandy, Utah for the design, fabrication and installation of the San Leandro Civic Center <br />Public Safety Monument. <br /> <br />BACKGROUND <br /> <br />Since 1961, three San Leandro Police Officers have lost their lives in the line of duty, the most <br />recent being Officer Nels "Dan" Niemi on July 25,2005. Thankfully, no firefighter has ever lost <br />their life in San Leandro, though the risk remains high for all public safety personnel. <br /> <br />Prior to Officer Niemi's death, the San Leandro Police Officer's Association had approached the <br />City Council, asking for creation of a permanent memorial to the officers who had fallen. A City <br />Council Ad Hoc Committee was created, consisting of former City Councilmembers Glenda <br />Nardine and Orval Badger. The Ad Hoc Committee worked with the City Manager, <br />representatives of the Police Officers and Firefighters Associations, the San Leandro Arts <br />Council, and other City staff (Review Committee), and a concept was developed to have a <br />monument built in the Civic Center Plaza. <br /> <br />The consensus of the group was that the monument should celebrate and honor the service <br />provided twenty-four hours-a-day, seven days-a-week by public safety personnel at all levels <br />today, while at the same time remembering those who have given their lives in the protection of <br />the community. It was also agreed that the monument should be very representative of San <br />Leandro. <br /> <br />Analvsis <br />A Request for Qualifications (RFQ) was published, mmouncing the project to the arts community <br />throughout the Bay Area. It was also listed on the City's website, which reached a broader <br />spectrum of the arts industry. More than 200 RFQ packets were sent out to specific artists, <br />architects, designers, and firms. <br />
