<br />Monument Arts, Inc. Consulting Services Agreement 2 <br /> <br />February 13, 2007 <br /> <br />After careful review of the submitted qualification statements and examples of the artists' past <br />projects, four artists or firms were invited to submit formal proposals to the City. <br /> <br />After proposals were received, the Review Committee further narrowed the selection down to <br />one artist and one artistic firm to make personal presentations of their work and design <br />recommendations for the monument. Following the personal interviews in front of the Review <br />Committee, the recommendation was made that Monument Arts, Inc. of Sandy, Utah should be <br />offered the project. <br /> <br />Monument Arts, Inc. is a collaborative of artists specializing in public safety, patnotlc and <br />military monuments. Much of their work is unique in design and concept, as opposed to many <br />monument companies that focus primarily on statuary figures. The concept Monument Arts <br />presented to the Committee (see Attachments) incorporates historic photographs of the San <br />Leandro Police and Fire Departments etched in granite, accompanied by 3-dimensional <br />sculptures of the tools of law enforcement and fire service. The concept includes a poem <br />honoring the service provided by our Police and Fire personnel engraved on a bronze center <br />circle lit from behind. A bronze row of badges honors the San Leandro Police Department and <br />the Alameda County Fire Department along with the names of the three police officers who have <br />died in the line of duty. Should the tragic need arise in the future, additional names could be <br />added to the bronze badges as a permanent memorial to those police and fire personnel. The <br />lighting of the monument would let it be seen at any hour of the day by passersby and those <br />visiting the Civic Center Plaza. <br /> <br />The Review Committee unanimously endorsed Monument Arts' proposal, as did members of the <br />Police and Firefighters Associations. <br /> <br />Current City Council Policy <br />None <br /> <br />Previous City Council Action(s) <br />None <br /> <br />City Council Committee Review and Action <br />The City Council Facilities and Transportation Committee reviewed the Monument Arts <br />proposal at its October 25,2006 meeting. The Committee suggested the poem on the monument <br />be more specific to San Leandro. Those changes are reflected in Attachment C. The Police <br />Officers and Firefighters Associations have both agreed to the language in the poem. <br /> <br />Applicable General Plan Policy <br />N/A <br /> <br />Permits and/or Variances Granted <br />None.
