The FY 2007-08 Annual Action Plan (Consolidated Action <br />Plan) represents the third year of the Five- Year Consolidated Plan and implements the strategies <br />from the Five-Year Plan through the use of Community Development Block Grant (CDBG) and <br />Home Investment Partnership (HOME) funds from the U.S. Department of Housing and Urban <br />Development (RUD), as well as other housing sources such as housing set aside funds from the <br />San Leandro Redevelopment Agency and funds from the Affordable Housing Trust Fund. <br /> <br />Staff recommends the City Council hold a public hearing, provide direction to staff on the <br />Annual Action Plan, make the Plan available for public comment for a period of 30 days from <br />March 14 - April 16, 2007, and set a public hearing, for April 16, 2007, to consider final <br />approval of the Plan. <br /> <br />BACKGROUND <br /> <br />As a CDBG entitlement grantee, the City directly receives CDBG funds from HUD each year. <br />To receive its annual CDBG allocation from RUD, the City must update and submit a <br />Consolidated Action Plan annually to HUD. <br /> <br />The City participates in the Alameda County HOME Consortium and must apply to the County <br />to receive its annual share of HOME funding. The Consortium is made up of the County and <br />other Alameda County cities, excluding Berkeley and Oakland. The County serves as the lead <br />agency for the Consortium and the HOME Program and is responsible for submittal of the <br />
