CITY COUNCIL COMMENTS <br /> <br />Councilmember Gregory commented that he and Councilmember Souza attended a meeting <br />at Kaiser Fremont to launch a program called Operation Access. Hospitals participating in <br />the program would provide outpatient surgery and services to the medically indigent, and it is <br />anticipated that Davis Street Family Resource Center will be a referral clinic. <br /> <br />Councilmember Gregory requested that tonight's meeting be adjourned in memory of Frank <br />Beville. <br /> <br />Councilmember Souza commented on the Operation Access program meeting, and she <br />expressed hope that the program would expand to San Leandro one day. <br /> <br />Councilmember Starosciak commented on her visit today to the Washington Manor Branch <br />Library for the official opening. She commented on a resolution from the San Leandro <br />School Board in appreciation for her participation on the Measure B Steering Committee, <br />which was presented to her at the January 17, 2007, School Board meeting. Councilmember <br />Starosciak asked for an additional supply of the yellow warning cards that citizens can place <br />on cars that are parked illegally. <br /> <br />Councilmember Stephens requested a report on the progress of the utility undergrounding on <br />East 14th Street. He asked that the Council consider a truancy ordinance to improve <br />attendance at the schools. Councilmember Stephens requested that the Council consider <br />referring the following election issues to the Rules and Communications Committee: 1) <br />moving the City's municipal elections to November; 2) either implementing instant runoff <br />voting (IRV) or returning to simple majority elections; 3) creating stability by eliminating <br />term limits for future elected officials; and 4) requiring that a Councilmember declaring <br />intention to run for another office resign his or her seat at the end of the calendar year, so that <br />a replacement can be elected. <br /> <br />Councilmember Stephens announced that he would not be able to attend the February 13, <br />2007, Special City Council meeting to interview the District 6 applicants. He indicated that <br />he would listen to the audiotape of the proceedings on February 13 and would be prepared to <br />vote at the February 20 regular City Council meeting if necessary. <br /> <br />Mayor Santos commented that the Council would hold the February 13 meeting and attempt <br />to come to an agreement on an appointee to the District 6 Council seat. If the Council could <br />not come to agreement, the decision would be deferred to the February 20 meeting. Vice <br />
