<br />MINUTES Page 12 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 5, 2007 <br /> <br />The City Council selected the Senior Center, East 14th Street improvements and <br />Davis/880 Interchange as the projects for presentation to our Congressional <br />representatives during the March National League of Cities Conference in <br />Washington D.C. for inclusion in the Federal Fiscal Year 08 budget. <br /> <br />M/S/C Souza and Grant. Report on Closed Session Actions Taken <br /> <br />City Attorney Williams stated that there were no reportable actions taken in the closed <br />session held earlier this evening. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Vice Mayor Grant reported on her first meeting as the representative to the Waste <br />Management Authority. She reported on the first round of submittals for a county <br />composting facility. <br /> <br />Councilmember Souza reported on her first meeting as the representative to the <br />Associated Community Action Program (ACAP). <br /> <br />Councilmember Starosciak reported on her first meetings as the representative to the <br />Congestion Management Agency (CMA) and the East Bay Division of the League of <br />California Cities (LOCC). The CMA Board voted to increase member dues in order to <br />balance its budget. The issue of eminent domain will be a high priority for the LOCC <br />this year. <br /> <br />Mayor Santos reported on the East Bay Dischargers Authority (EBDA) and the possible <br />reform of the Authority through amendment of its joint powers agreement. Mayor <br />Santos reported that he is currently the vice chair of EBDA, and will become the chair <br />in July. <br /> <br />Vice Mayor Grant pointed out that former Councilmember Nardine is still the City's <br />representative to the Alameda County Mosquito Abatement District Board of Trustees. <br />She asked if Ms. Nardine would be providing the Council with periodic updates. Mayor <br />Santos indicated that Ms. Nardine will be contacted and requested to provide reports on <br />the activities of the ACMAD. <br /> <br />Mayor Santos commented that he discovered there are several ACTIA committees for <br />which San Leandro has appointments, and he is trying to determine who the <br />representatives are. <br />
