<br />MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 20, 2007 <br /> <br />Councilmember Starosciak reported on meetings of the Congestion Management <br />Agency (CMA). She noted the recent headlines about the California Transportation <br />Commission's rejection of a large number of projects recommended for funding by the <br />CMA for Alameda County, including the southbound 1-880 HOV lane from Marina to <br />98th Avenue, which means no funding for the overpasses at Marina Boulevard and <br />Davis Street. Councilmember Starosciak commented on the importance of continuing <br />to lobby for this type of transportation funding for the City. <br /> <br />Councilmember Starosciak also reported that the League of California Cities has <br />developed a statement of bond implementation principles which is intended to be used <br />as guiding principles by the Legislature when distributing funding from the 2006 <br />infrastructure bonds. <br /> <br />Councilmember Gregory reported that he and Councilmember Souza attended their first <br />meeting of the Alameda County Fire Department Advisory Commission. He <br />commented that the meeting was very well attended and well organized. <br /> <br />Councilmember Souza reported that at the Fire Commission meeting, new Fire Chief <br />Sheldon Gilbert unveiled a new meeting format which was well received. Each meeting <br />will feature a different topic, and Fire Department staff will make presentations. The <br />first topic was Emergency Medical Services (EMS), and Councilmember Souza <br />provided some details from the presentation. <br /> <br />Mayor Santos reported that he is the Alameda County Mayors Conference delegate to <br />the East Bay Economic Development Alliance and ACTWACTA. At the East Bay <br />EDA Executive Committee meeting, a BP grant to DC Berkeley for $500 million to <br />research alternative energy sources was discussed, as well as the new state bonds. He <br />reported that the East Bay Dischargers Authority (EBDA) is still working on personnel <br />Issues. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Vice Mayor Grant reported on the kickoff event of the EveryOne Home Plan, which is <br />the countywide effort to end homelessness. County and federal representatives, as well <br />as Mayors and Vice Mayors from Oakland, San Leandro, Hayward and Berkeley were <br />present. Vice Mayor Grant indicated that she received printed information from the <br />event, which she will have distributed to the Council. She noted one bit of interesting <br />information was the estimated cost of the service calls for one chronically homeless <br />person. <br /> <br />C.
