<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 20, 2007 <br /> <br />Enrico Lio, San Leandro resident, addressed the City Council, requesting that the City <br />Council delay the adoption of Items 8.B. and 8.C. until further study can be done. Mr. Lio <br />expressed concern that the ordinances infringe on residents' private property rights. <br /> <br />End of Public Comments on Items 8.B and 8.C. <br /> <br />Referring to Item 8.B., Councilmember Souza commented that she felt the ordinance should <br />undergo further Council discussion and community input prior to its adoption. <br /> <br />Mayor Santos pointed out that this is a longstanding issue. He noted the litany of complaints <br />received by the Council over the years. <br /> <br />Councilmember Stephens commented on the problems involving the storage of vehicles on <br />Lewis Avenue in District 5 for over two years, the many residents that have come to the City <br />Council to complain, and the lack of tools necessary for the City to regulate the problem. <br />Councilmember Stephens noted that while this is the first time the new City Councilmembers <br />have been exposed to this issue, longtime Councilmembers see it as deliverance from an <br />ongoing problem. <br /> <br />Mayor Santos commented that there are many residents who support these ordinances. <br /> <br />Councilmember Starosciak concurred with Ms. Aborashed's comments regarding public <br />notice and public participation. She commented that she understands the need to address the <br />community's concerns; however, her constituents have asked her how the City plans to notify <br />residents of the changes. Councilmember Starosciak expressed concern that Ordinance No. <br />2007-003, as currently crafted, would have more negative impacts on the community than <br />anyone realizes. She suggested that the ordinance be referred to a Council Committee for <br />additional public input and consideration of various enforcement scenarios. <br /> <br />Councilmember Souza commented that she believed it would be in the City's best interest to <br />allow adequate public input on the ordinances. She noted that the Council has listened to the <br />members ofthe public who complained, but many residents on the other side of the issue have <br />not had the opportunity to be heard and may be unaware of how the ordinances will impact <br />them. Councilmember Souza strongly urged the Council to delay the matter to allow <br />additional public input. <br /> <br />Mayor Santos pointed out that these items were brought to the Council at the request of <br />residents, many of whom petitioned the Council. He noted the difficulty experienced by the <br />Police Department in enforcing these problems. <br /> <br />Vice Mayor Grant commented that tonight was the first time she has heard a concern about <br />private property rights; however, she has received many calls from residents in her district <br />expressing frustration over the difficulty in enforcing the existing laws. She indicated that she <br />would like to see the ordinances adopted tonight. Vice Mayor Grant asked how long after the <br />ordinances take effect would the public begin to see a difference. She noted that if the <br />ordinances do not work as intended, the Council could amend them. <br />
