<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 20, 2007 <br /> <br />A motion was made by Vice Mayor Grant, seconded by Councilmember Stephens, to adopt <br />the ordinances. <br /> <br />Councilmember Starosciak described a scenario involving an oversized passenger vehicle and <br />asked what the police response would be to a resident who asked to have the vehicle cited. <br />Mr. Jermanis indicated that the police have the ability to exercise judgment in the <br />enforcement of these ordinances. <br /> <br />Mr. J ermanis commented that the City Council Rules and Communications Committee <br />received regular reports on this matter. He noted that the upcoming City Newsletter will <br />provide information to residents on the new ordinances and how they will affect them, and <br />notices will be issued by the Police Department prior to the issuance of citations. The <br />ordinances will be enforced in the manner and spirit in which they were intended, which is to <br />deal with chronic and excessive problems. <br /> <br />Councilmember Starosciak asked if the ordinances had been reviewed by the Rules <br />Committee. City Attorney Williams indicated that the Rules Committee discussed the matter <br />and provided direction in the crafting the ordinances. <br /> <br />Councilmember Souza pointed out that since the time the ordinances were drafted, there has <br />not been sufficient opportunity for public input. <br /> <br />Councilmember ProIa noted many complaints in District 6 about trucks parked on the streets <br />and on private property. He commented that there should be opportunity for community input <br />and expressed a preference for delaying the passage of the ordinances until there has been <br />sufficient opportunity for public comment. <br /> <br />Mayor Santos commented on the large amount of public input that the Council has received <br />on these issues to date. <br /> <br />Vice Mayor Grant inquired whether the Council could establish some provisions for the <br />implementation such as the issuance of a warning rather than a citation for a certain period of <br />time, as it did for the implementation of the red light camera enforcement. <br /> <br />Councilmember Stephens commented that the Council should adopt the ordinances if it feels <br />they are good public policy. <br /> <br />Mr. J ermanis suggested that at the next regular meeting, staff return with an implementation <br />schedule and procedures for enforcement of the ordinances. <br /> <br />8.B. Ordinance No. 2007-003, an Ordinance Amending Title 6, Chapter 6-1 of the San <br />Leandro Municipal Code Relating to Non-Motorized Vehicles and Parking of <br />Commercial Vehicles (prohibits parking of non-motorized and commercial vehicles <br />over a certain size in residential districts).
