<br />" <br /> <br />.; <br /> <br />Corporate Jet Noise Abatement Procedure <br />Compliance Study <br /> <br />Work Plan <br /> <br />Study Purpose <br /> <br />The purpose of this study is to evaluate use of the voluntary noise abatement <br />procedures for Runways 27R/L departures and Runways 09R/L arrivals for <br />corporatejet aircraft. Although compliance levels are consistently high for <br />the noise abatement departure procedure for Runways 27R/L, this study may <br />assist in identifying any potential opportunities for improvement. Similarly, <br />use levels for the Southeast Plan noise abatement procedure for Runways <br />09R/L arrivals is fairly high, but there may be more opportunities for <br />enhancement as the result of this study. <br /> <br />Two other areas of analysis will be included in this study. The study will <br />identify and quantify the use of Stage 1 and 2 noise certified corporatejet <br />aircraft. Also, the study will include an evaluation of lifeguard (emergency / <br />air ambulance) corporatejet activity. <br /> <br />Background <br /> <br />The North Field Preferential Runway Use voluntary noise abatement <br />procedure states that certain aircraft, including turbojet aircraft, should not <br />depart from Runways 27R/L nor land on Runways 09R/L except during <br />emergencies or whenever Runway 11/29 is closed or for any reason beyond <br />the control of the Airport. Runway 11/29 should be used whenever safely <br />possible. Pilots in command make the final decision relative to runway use; <br />therefore, pilots may request to use any available runway. Neither the Port of <br />Oakland nor the Federal Aviation Administration (FAA) air traffic controllers <br />may restrict a pilot's access to an available runway. <br /> <br />Reasons for not using noise abatement procedures this study seeks to <br />understand: <br /> <br />1. Pilot Request - Although air traffic controllers will instruct jet aircraft <br />pilots to taxi to Runway 29 for departure for noise abatement (during <br />West Plan), FAA regulations allow pilots to request departure from <br />Runways 27R/L. At times, pilots may request departure from Runways <br />27R/L during their request to taxi or initial contact with Air Traffic <br />Control (ATC). Requests for departure from Runways 27R/L are <br />normally granted. Pilots will also request Runways 09R/L for landing <br />on the North Field while on approach to Runway 11 (during Southeast <br />Plan). <br /> <br />FINAL (12/08/06) <br /> <br />Page I of4 <br />
