<br />'- <br /> <br />2. A TC Instructions - A TC may instruct the pilot to depart from Runways <br />27R/L for a variety of reasons including: a. to maintain flight plan <br />schedule and effectively synchronize the aircraft's arrival time at a <br />busy destination airport; b. due to air traffic congestion on the South <br />Field; and c. due to Taxiway Bravo blockage by other aircraft. ATC will <br />at times instruct pilots to land on Runways 09R/L during the Southeast <br />Plan traffic flow to maintain separation from other aircraft landing on <br />Runway 11 . <br /> <br />3. No Audio (N/A) - Radio ATC instructions are reviewed for eachjet <br />departure from Runways 27R/L. Although rarely with the new digital <br />recording system, sometimes the radio voice recordings cannot be <br />reviewed due to data storage failure. Departure was not in compliance <br />with procedure due to the inability to prove otherwise. However, the <br />aircraft owner will not be contacted in these situations. <br /> <br />Reasons for not using noise abatement procedures that cannot be eliminated <br />and will be studied include: <br /> <br />1. Medical - Medical operations such as organ or patient transportation <br />are exempt from the noise abatement procedure due to their <br />operational necessity (lifeguard flights). <br /> <br />2. Runway 29 Closure for Safety/Maintenance - Runway 29 is <br />temporarily closed due to construction activities, maintenance, <br />weather, Foreign Object Debris (FOD) removal, or in an aircraft <br />emergency or disabled aircraft situation. Routine maintenance on <br />Runway 29 is often scheduled for Mondays between 12:00am and <br />6:00am. <br /> <br />3. Taxiway closure - At times as part of airfield projects, taxiways are <br />closed or partially blocked by vehicles and/or equipment. Taxiway B is <br />the primary connector between the North Field and South Field <br />taxiways leading to Runway 29. The taxiway closure prevented <br />aircraft from reaching Runway 29. <br /> <br />Actions which are taken by noise office staff include: <br /> <br />1. Once staff reviews radio transmissions, if a pilot requests to depart <br />from Runways 27R/L or land on Runways 09R/L, the <br />Noise/Environmental Compliance Office will contact the aircraft owner <br />via written correspondence or telephone. To effectively reach <br />corporatejet airlines, staff will contact the airlines by phone or by e- <br />mail when their pilots are not in compliance with the procedure. <br /> <br />2. Once staff reviews radio transmissions, if ATC does not instruct a pilot <br />to use the South Field runway for noise abatement, staff will <br />determine, if possible, the reason for the non-compliant operation. <br /> <br />FINAL (12/08/06) <br /> <br />Page 2 of 4 <br />
