Councilmember Stephens noted that the Committee is concerned about exemptions. He stated that while the Committee members feel that all Americans should be able to live well, they also believe they must exercise fairness and equity in their approach. 12. CITY COUNCIL COMMENTS Councilmember Gregory commented that he attended a meeting at the Metropolitan Transportation Commission on climate change and was pleased to see Mr. Perez and Wafaa Aborashed, two San Leandro residents, in attendance. He noted that the Bay Area appears to be ahead ofthe curve in addressing the issue of global warming. Councilmember Gregory commented on the fence issue in Bay 0 Vista raised by Mr. Percival at a previous meeting. He noted that while any ordinance changes would be too late to help Mr. Percival, he has expressed willingness to assist with the issue in order to benefit other residents. Councilmember Gregory provided a verbal commendation to Wes Blair, a member of the Roosevelt Elementary School Dads Club who also volunteers with the Friendly Visitor Program. Councilmember Gregory expressed admiration for Mr. Blair for his willingness to take time out of his busy work and family life to make regular visits to a senior citizen to provide friendship and socialization. Vice Mayor Grant commented that she met with representatives from ABAG regarding the Bay Trail Slough Bridge project. She noted the level of effort that the City has already invested in the project. On March 8, 2007, the item will be coming to ACTIA for a funding decision, and she asked Mayor Santos and Councilmember Starosciak for help in moving the proj ect forward. Mayor Santos noted that it is a high priority project. He indicated that the agreement with the Port of Oakland, which was one of the major holdups, is being finalized. Mayor Santos stated that he and City Manager Jermanis met with East Bay Regional Park District staff last week, and they are also very excited about getting the project completed. Councilmember Starosciak commented that the project is a line item in the CMA budget for pedestrian and bicycle improvements. She noted that there was an attempt to get the project removed from CMA's budget, and she wanted to ensure that staff is aware and makes its best efforts to maintain the project. Mr. Jermanis stated that staff is hopeful to have the agreement with the City and the Port of Oakland on the March 19,2007 agenda. He noted that the slough bridge project has been a long time in coming. Mr. Jermanis indicated that ABAG provided the initial funding for the project design. The design is now complete, and the bridge is ready to be constructed.
