<br />ATTACHMENT C <br /> <br />RECOMMENDED <br />FINDINGS OF FACT <br /> <br />PLN2006-00101-1300 & 1330 Business Center Drive <br />National Construction Rentals (applicant) and Bayside BP LP (property owner) <br /> <br />The Planning Commission hereby approves the Modification to the Planned Development <br />PLN2002-00031 to include outdoor storage as a conditionally permitted use associated with either a <br />permitted or conditionally permits use; approves the outdoor storage use associated with a <br />construction rental business; site plan review for two new on-site buildings; and finds the project <br />Categorically Exempt from CEQA subject to the following findings: <br /> <br />Modification to Planned Development and Approval for Outdoor Storaee Use <br /> <br />1. That the proposed location of the use is in accord with the objectives of this Code and <br />the purposes of the district in which the site is located. <br /> <br />Outdoor storage is typically permitted on properties zoned Industrial General (IG). <br />However, the Planned Development approved for this project site limited the list of <br />permitted and conditionally permitted uses to those more in keeping with an industrial park <br />use. If the PD is amended to include outdoor storage as a conditionally permitted use, <br />approval of the outdoor storage associated with the applicant's use would be in accord with <br />the objectives developed for the PD for Bayside Business Park. <br /> <br />2. That the proposed location of the use and the proposed conditions under which it <br />would be operated or maintained will be consistent with the General Plan; will not be <br />detrimental to the public health, safety or welfare of persons residing or working in or <br />adjacent to the neighborhood of such use; and wDl not be detrimental to properties or <br />improvements in the vicinity or to the general welfare of the city. <br /> <br />The inclusion of outdoor storage as a conditionally permitted use in Bayside Business Park, <br />and specifically for the applicant's use would be compatible with the following General Plan <br />po lici es/ actions: <br /> <br />Action 7.09-C - Support reuse of the Hohener property with an industrial or officelflex use <br />that enhances the economic base of the City, creates quality jobs, minimizes impacts on <br />nearby neighborhoods, and is compatible with the uses on adjacent properties. <br /> <br />Implementation ~ As proposed, the use would be compatible with existing uses in the <br />vicinity and would not result in impacts on nearby residential neighborhoods. <br /> <br />Policy 12.03 - Promote opportunities for San Leandro residents to find suitable employment <br />within the community. Explore ways to better match new job opportunities with the skills <br />and needs of San Leandro residents. <br /> <br />Implementation - The applicant has indicated that this project will employ 90 people in two <br />shifts. <br />
