<br />background on the planning and development activities that have occurred over the past 17 <br />years. <br /> <br />Assistant to the City Manager Battenberg reviewed the economics of the Shoreline Enterprise <br />Fund, annual unfunded estimates for dredging and capital improvements, and more <br />specifically, the economics of the harbor operations. Staff recommendations for the next <br />steps included: <br />· Development of a transition plan to identify a timeframe and the steps necessary to <br />close the harbor, should the City decide to discontinue operations; <br />· An Environmental Assessment to identify regulatory and environmental constraints <br />for water and landside options; <br />· Exploration of options for harbor reuse/development, and <br />· A RFQ to select a master developer to work with the community to develop a <br />Shoreline Master Plan. <br /> <br />The Committee discussed the complexities of the issues surrounding the harbor and <br />development and agreed on the following: <br />· They would like to explore the possibility of establishing a IP A with the Cities of <br />Petaluma and Napa to address dredging needs, <br />· City should retain title to the public land, <br />· Harbor operations should not be discontinued without input from Master Developer, <br />· Development of a transition plan is fine as long as there is an understanding that the <br />City has not made a decision regarding how to proceed, <br />· An Environmental Assessment is essential to provide information to the Master <br />Developer, <br />· Prefer Master Developer approach, <br />· Input from the entire community is needed. <br /> <br />2. Discussion Regarding Selection of Committee Chairperson <br /> <br />The Committee agreed Mayor Santos would Chair the Marina Committee. <br /> <br />3. Discussion Regarding Future Committee Meeting Dates and Times <br /> <br />The Committee set the meetings for the second Tuesday of the month from 9:00 to 10:30 a.m. <br /> <br />4. Public Comments <br /> <br />Howard Kerr shared that in 1993 he was involved in discussions of the Marina which <br />concluded that the City needed to quit dredging. He stated that the current Council should <br />have access to all studies and proposals. <br /> <br />Bo Johanson thanked the City for the report and shared that he thinks it's imperative that the <br />Council look at alternatives for dredging. He explained that he wants to give input and be <br />heard. <br /> <br />2 <br />
