background on the planning and development activities that have occurred over the past 17
years.

Assistant to the City Manager Battenberg reviewed the economics of the Shoreline Enterprise
Fund, annual unfunded estimates for dredging and capital improvements, and more
specifically, the economics of the harbor operations. Staff recommendations for the next
steps included:
· Development of a transition plan to identify a timeframe and the steps necessary to
close the harbor, should the City decide to discontinue operations;
· An Environmental Assessment to identify regulatory and environmental constraints
for water and landside options;
· Exploration of options for harbor reuse/development, and
· A RFQ to select a master developer to work with the community to develop a
Shoreline Master Plan.

The Committee discussed the complexities of the issues surrounding the harbor and
development and agreed on the following:
· They would like to explore the possibility of establishing a IP A with the Cities of
Petaluma and Napa to address dredging needs,
· City should retain title to the public land,
· Harbor operations should not be discontinued without input from Master Developer,
· Development of a transition plan is fine as long as there is an understanding that the
City has not made a decision regarding how to proceed,
· An Environmental Assessment is essential to provide information to the Master
Developer,
· Prefer Master Developer approach,
· Input from the entire community is needed.

2. Discussion Regarding Selection of Committee Chairperson

The Committee agreed Mayor Santos would Chair the Marina Committee.

3. Discussion Regarding Future Committee Meeting Dates and Times

The Committee set the meetings for the second Tuesday of the month from 9:00 to 10:30 a.m.

4. Public Comments

Howard Kerr shared that in 1993 he was involved in discussions of the Marina which
concluded that the City needed to quit dredging. He stated that the current Council should
have access to all studies and proposals.

Bo Johanson thanked the City for the report and shared that he thinks it's imperative that the
Council look at alternatives for dredging. He explained that he wants to give input and be
heard.

2
