The Connections Plan consists of six elements <br />intended to enhance the attractiveness of the area <br />and establish a framework for continued <br />development. The elements are: Circulation, <br />access and parking; Planting; Lighting; Sign age; <br />Color; and, Development opportunity sites <br /> <br />The estimated cost to develop the Connections <br />Plan was $8.2m which included improvements to <br />Monarch Bay Drive, the Marina spine, Mulford Point <br />Drive, Spinnaker Point Drive, and Public Bayfront <br />Access. Approximately $750k of the improvements <br />(for the demolition of the old Blue Dolphin), have <br />been completed to date I History <br /> <br />Dredging <br /> <br /> <br />The channel and harbor was last dredged in 2001 at a <br />total cost of $3m. The Federal government paid $1.5m <br />to dredge the channel and the City paid $1.5m for <br />dredging of the harbor and disposal of the spoils. <br /> <br />. The estimated cost in 2006 to dredge the channel and <br />harbor and dispose of the spoils was $5.7m. The <br />Federal government to date has budgeted $675k of the <br />$2.5m needed to dredge the channel. <br /> <br />The City's share of the 2006 project ranges from $3.2 - <br />$5m. Assuming a 4-year dredging cycle (with the harbor <br />dredging on an B-year cycle), the annual cost of <br />dredging ranges from $800k - $1.2m. <br /> <br />2 <br />
