Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Starosciak reported on the Congestion Management Agency retreat <br />held on March 9. The topic of greatest interest was the State transportation bond, <br />Proposition IE. Councilmember Starosciak noted the importance of meeting project <br />milestones and project delivery by 2012 in order to retain funding. Alameda County <br />will receive approximately $500 million from Prop IB, and the most significant project <br />for San Leandro is the 1-880 southbound HOV lane from Hegenberger to Marina. <br />Councilmember Starosciak reported that CMA has recommended doubling its staff. <br /> <br />Councilmember Starosciak reported on the League of California Cities meeting on <br />March 15 which also focused on transportation. A representative from the Metropolitan <br />Transportation Commission spoke on Proposition 1B funding for local streets and <br />roads, and San Leandro will receive about $2 million over the next several years. <br />Additionally, there is about $250 million for local streets and roads which will be <br />distributed on a competitive basis. She presented Mayor Santos with a $5 AC Transit <br />card. <br /> <br />Mayor Santos reported on the East Bay Dischargers Authority and the continuing efforts <br />to reform the organization. He reported on ACTIA and its push to help San Leandro <br />
