<br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />SITE DESCRIPTION <br /> <br />The subject site comprises of the existing Bay Trail that runs south of the Monarch Bay Drive. <br />Paved trail exists for most of the section for about 1.5 to 2 miles. There are some slope failures <br />on the marsh side of the trail as a result of damage (washed out) during the earlier storms. The <br />marsh is inhabited by special status species (i.e. California clapper rail, salt-marsh harvest <br />mouse), therefore consultation with US Fish & Wildlife (USFWS) through the US Army Corps <br />of Engineers is required on this project. In addition, permit approvals are required from Bay <br />Conservation and Development Commission (BCDC), and Regional Water Quality Control <br />Board (RWQCB). <br /> <br />SCOPE OF SERVICES <br />ESA will submit a permit application to the US Army Corps of Engineers (Corps) for this <br />project. In addition, ESA will provide a technical memorandum to be submitted with the Corps <br />application that will focus on avoidance and mitigation measures, which will lessen effects of the <br />proposed project on special status species. ESA will be required to attend up to two meetings <br />with USFWS Staff and one meeting with City Staff during the Corps permit application approval <br />process. Furthermore, ESA will respond to information requests and comments from the Bay <br />Conservation and Development Commission (BCDC), and Regional Water Quality Control <br />Board (RWQCB) pertaining to permit applications previously submitted by the City. ESA will <br />respond to all agency comments on the applications and/or project and obtain permit approvals <br />from Corps, BCDC, and RWQCB. <br /> <br />COST ESTIMATE AND SCHEDULE <br /> <br />Time is of the essence, therefore the Consultant will, during the course of the study, keep the <br />City and all other interested parties advised of the schedule and relevant issues. The fee for the <br />above described services will be as per the attached spread sheet (Exhibit B). Services will <br />commence within two weeks following City's authorization.
