<br />FY 2007-08 Consolidated Action Plan <br /> <br />2 <br /> <br />April 16, 2007 <br /> <br />Proposed Changes to the Draft of FY 2007-08 Annual Action Plan <br /> <br />The following are the proposed changes to the first draft of the FY 2007 ~08 Annual Action Plan <br />involving CDBG funds: <br /> <br />1. The City received notice of its CDBG and HOME final allocations from HUD on March <br />9, 2007, after the Council approved the draft Plan on March 5, 2007. Therefore, the <br />following grant numbers were revised accordingly on Table 1: FY 2007-08 HUD Annual <br />Action Plan: CDBG and HOME Funds (page 8 of the Plan): <br />a. Total CDBG funds available for projects decreased from $802,359 to $799,068. <br />i. CDBG's entitlement grant was reduced from $755,414 to $749,658. <br />ii. Since the March 5, 2007 Council meeting, unallocated funds increased from <br />$46,945 to $49,410. <br />b. Public Services cap decreased $864 from $114,049 to $113,185. <br />i. Grant to Davis Street Family Resource Center decreased by $864 from <br />$25,549 to $24,685. (This still represents a proposed increase of $685 from <br />the previous year.) <br />c. General Administration cap decreased by $1,151 from $151,083 to $149,932, which <br />decreased the City's General Administration funds from $130,328 to $129,177. <br />d. Senior Center funding decreased by $1,276 from $537,227 to $535,951. <br />e. HOME grant decreased from $301,625 to $300,064. <br />i. HOME administration funds decreased from $17,227 to $17,143. <br /> <br />2. The Alameda County Housing and Community Development Department provided updated <br />information on the implementation of the EveryOne Home Plan. This information was <br />inserted under the section on HOMELESS AND OTHER SPECIAL NEEDS ACTNITIES <br />(page 10 of the Plan). <br /> <br />Current City Council Policy <br />Current Council Policy is defined by the FY 2005-09 Consolidated Plan adopted by <br />Resolution No. 2005-046 on April 18, 2005. <br /> <br />Previous City Council Action(s) <br />A public hearing was held on March 5, 2007, to consider the proposed FY 2007~08 Annual <br />Action Plan, take public comments, approve the 30-day public comment period for the Plan, <br />and set a second public hearing date for April 16, 2007 to consider public comments and <br />adopt the Plan. <br /> <br />City Council Committee Review and Action <br />N/A <br /> <br />Applicable General Plan Policy <br />The Action Plan describes activities and annual goals that the City of San Leandro expects <br />to undertake during the program year to address FY 2005-09 Consolidated Plan. priority <br />needs and objectives. The Consolidated Plan addresses the goals of the Housing Element of <br />the General Plan, such as increasing the supply of affordable for-sale and rental housing, and <br />
