Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Vice Mayor Grant reported on the meeting of the Waste Management Authority, <br />indicating that they would be making recommendations to cities for programs targeting <br />75% waste diversion. She reported on Waste Management's new facility at 1537 <br />Webster Street, Oakland, which is an "all green" facility, and the Bay Friendly Garden <br />Tour to be held on Sunday, April 29, from 10:00 a.m. to 4:00 p.m. <br /> <br />Councilmember Starosciak reported on the meeting of the Congestion Management <br />Agency, which approved eight new staff positions. Councilmember Starosciak reported <br />that she met with the Central Alameda County Freeway System group regarding <br />legislation from Senator Figueroa which would require the proceeds from the sale of <br />property purchased for the 1-238 connecter to be used for transportation projects within <br />the project site. She noted this may benefit the Marina and Davis Street overpasses and <br />the Washington and Lewelling interchange. <br /> <br />City Clerk Handa provided to Mayor Santos two speaker cards which were submitted <br />for the Consent Calendar but which she inadvertently missed. <br /> <br />Public Comments on the Consent Calendar: <br /> <br />Bo Johansen, San Leandro resident, addressed the City Council regarding the future <br />of Bays ide Business Park and the loss of the eco-industrial park model. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the subjects on the Rules and Communications Committee agenda, and noting that he <br />had submitted documents to the City Manager and City Council on the same subjects. <br />
