Rules and Communications Committee Meeting of March 1, 2007. Accepted as <br />submitted. <br /> <br />Councilmember Starosciak commented that she was not able to attend the <br />meeting, and she had a number of questions on the issues. She asked if the <br />Committee could discuss the issues at its next meeting prior to holding a work <br />seSSIOn. <br /> <br />Mayor Santos commented that he and Councilmember Gregory grappled with <br />these issues and agreed that referring them back to the Committee for further <br />discussion was a good idea. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule a work session on Instant Runoff Voting. <br /> <br />By consensus, this matter was referred back to Rules and <br />Communications Committee for further discussion. <br /> <br />b. Schedule a work session to discuss modification of the tern1 limits for <br />elected officials. <br /> <br />By consensus, this matter was referred back to Rules and <br />Communications Committee for further discussion. <br /> <br />c. Schedule a work session to discuss requiring a Councilmember to resign <br />his/her sear upon declaring intention to run of another office. <br /> <br />By consensus, this matter was referred back to Rules and <br />Communications Committee for further discussion. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Souza commented that the Human Services Commission has community <br />benefit funds which have experienced cuts in recent years. She commented that she would <br />like to see those funds increased to their previous levels prior to establishing a new fund. <br />Councilmember Souza expressed excitement over the official opening of the San Leandro <br />Aquatics Center on April 14. Councilmember Souza commented on the passing of Kathy <br />Peters, who was very active in San Leandro activities, although she was not a San Leandro <br />resident. <br /> <br />Councilmember Starosciak requested that tonight's meeting be adjourned in the memory of <br />Kathy Peters and Larry Norry to acknowledge their community activism. Councilmember <br />Starosciak commented on a public notice she received from the Oro Lorna Sanitary District <br />regarding a meeting to discuss an Oro Lorna project to be performed in District 4, and she <br />stated that she would attend. The notice mentioned that the City of San Leandro would be <br />
