<br />Appropriation for Doolittle Entryway <br /> <br />2 <br /> <br />Apri116, 2007 <br /> <br />The project includes construction of landscaping, irrigation, improvements to existing medians, <br />and entryway monument along Doolittle Drive. Other work items on this corridor include <br />installation of new streetlights in the medians, relocation of existing traffic signals in the <br />medians, and painting of existing streetlights. <br />Due to the MOD requirements and contracting differences between the agencies, the project was <br />divided into two phases, 98th Avenue to Adams Avenue (Phase 1) and Adams Avenue to Davis <br />Street (Phase 2). <br /> <br />Analvsis <br /> <br />The project was first bid in summer 2006, but no bids were received for Phase 1. Phase 2 <br />received only two bids, which were well above the engineer's estimate, indicating an increase in <br />costs. On the basis of the bids received, a revised estimate was prepared, which required <br />revision of the MOD. The cost for Phase 1 resulted in the cities of Oakland and San Leandro <br />contributing $1,001,400 each and the Port of Oakland contributing $381,500. <br /> <br />The Port of Oakland has made a change to the original agreement with the City of San Leandro, <br />requesting replacement of the existing chain link along the golf course frontage with a steel <br />picket fence and the installation of palm trees. The agreement requires the Port contribute a <br />minimum of $197,262 toward this Phase 2 work. <br /> <br />The City of San Leandro's Finance Department reports that the City of Oakland deposited its <br />contribution and the Port of Oakland deposited its contribution for Phase 1, with the balance for <br />Phase 2 expected from the Port soon. Separate expense account numbers will be set up to track <br />spending. If any funds are left in either the City of Oakland's account or the Port of Oakland's <br />account, the remainder will be returned. <br /> <br />Current City Council Policy <br /> <br />. On January 16,2001 by Resolution No. 2001-4, the City Council approved the design phase <br />MOD agreement with the City of Oakland <br />. On July 16, 2001 by Resolution No. 2001-116, the City Council approved a design <br />contractual services agreement with John Cahalan Landscape Architect <br />. On January 5, 2004 by Resolution Nos. 2004-007 and 2004-008 respectively, the City <br />Council adopted the construction phase MOD Agreement and the City of Oakland's Local <br />and Small Local Business program for this project <br />. On May 3, 2004 by Resolution No. 2004-068, the City Council approved a supplemental <br />contractual services agreement with John Cahalan Landscape Architect for design of this <br />project <br />. On December 5, 2005 by Resolution No. 2005-162, the City Council authorized the City <br />Manager to enter into a cooperative agreement between the City and Caltrans relating to this <br />proj ect <br />
