Discussion of Measure B Oversight Committee and Project Design Teams <br /> <br />Superintendent Chris Lim reported that 50 Design Teams applications were received and that <br />the deadline had been extended, and that a fifth Design Team for the PG&E Parking Lot had <br />been added as a result of comments at the March 12, 2007, Neighborhood Town Hall <br />Meeting. <br /> <br />Superintendent Lim passed out the new flyer for the March 26, 2007, Neighborhood Town <br />Hall Meeting, and said that she would be setting up a meeting to talk with the principal of <br />Assumption School. <br /> <br />3. Discussion of Potential City Truancy Ordinance <br /> <br />Director of Student Services David Lorden has researched the City of Fremont's Daytime <br />Curfew Ordinance, which means the Fremont Police Department stops, cites and fines <br />school-age children and teens during the day. First citation is $75; second citation is $150; <br />and third citation is $250. Fremont Unified School District is continuing with their existing <br />SARB referral process. <br /> <br />David also said that San Leandro High will be piloting a new parent notification system <br />regarding attendance this fall. Current notification is to the home phone, which means <br />students can often intercept or erase messages. Text messages are private and discreet. This <br />system estimated to run $1,800 a year at 10 cents a text message, and if attendance improves <br />by 1 % as a result, the savings can be substantial (in South Australia, some schools report an <br />increased attendance by up to 200%). <br /> <br />Committee Recommendation <br /> <br />The Superintendent and City Manager will develop a draft of the elements of a truancy <br />ordinance for consideration by the City Council. A draft of the details for a truancy <br />ordinance will be reviewed at a future meeting of the School Liaison Committee. <br /> <br />4. Update on Joint Project for Bancroft Middle School Playing Field <br /> <br />City Manager John Jermanis reported it is anticipated the City Council will award a contract <br />for renovation of the Bancroft Middle School Play Field on Monday, April 16, 2007. <br />Assistant Superintendent Leon Glaster advised the committee that the construction contract <br />for this joint project will be artificial turf, which is all rubber and made from recycled tires. <br />The project also received another grant in the amount of $22,568 for the track from the <br />California Integrated Waste Management Board (CIWMB). Senior Engineer Austine <br />Osakwe presented a schedule for the construction of the play field and indicated work is <br />expected to begin May, 2007, and end before the start of the school year in September. In <br />the event there are delays in the construction schedule, all major construction activity will be <br />completed before the start of school. <br /> <br />City Councilmember Mike Gregory said that City Council has received emails about <br />commitments for future conversations from residents on San Jose Street and that the City <br /> <br />2 <br />
